Controversy over Chunghwa Post - PChome Contract|承租物流中心惹議 PChome詹宏志不滿


Chunghwa  Post has spent tens of billions on a logistics center but reports say it has subcontracted the center to PChome. Legislators believe the Ministry of Transportation and Communications replaced the president because of this. In response to the accusation, PChome Online Chair Chan Hung-chih expressed his dissatisfaction and stressed that PChome submitted a bid in a public tender and is now the victim of political interference. Chunghwa Post, meanwhile, responded that the final tender has not yet been held.


Chunghwa Post's new logistics center near Taoyuan Metro's National Taiwan Sport University Station will give the e-commerce industry a boost. According to reports, all 15 center contracts have been given to PChome Online. Legislators believe Chunghwa Post President S.J. Chen may have been replaced because of this.

Isn't it really strange that an entire park can have just one tenant? Not to mention, the tenant may not even need all that space and end up subleasing parts of the park. This goes against the purpose of establishing the park and could impact the future of the park negatively.

We call on the Ministry of Transportation and Communication to investigate thoroughly and publish the actual details. The content and rules cannot be changed midway through.

On the 13th, PChome Chair Chan Hung-chih condemned both the Ministry of Transportation and Communications and Executive Yuan for replacing Chen. Chan said the tender terms always listed all 15 contracts and PChome received the highest score among all bidders during an evaluation in March. However, Chunghwa Post began having second thoughts following reports of intervention from senior government officials and asked PChome to release some of the contracts to other companies. PChome's legal team then sent a letter to Chunghwa Post asking the company to honor the terms of the contract. On the 14th, Chen was replaced. Chan specifically pointed his finger at Premier Su Tseng-chang and Transportation and Communications Minister Lin Chia-lung for wrongdoing and called for a thorough investigation into which government officials peddled influence to suppress local e-commerce companies.

PChome wanted to lease all 15 and that's what it said in its tender proposal. So, that's what they want. We have the final say. So, a final decision hasn't been made yet and the final tender has not yet been held.

A Chunghwa Post official says the final tender has not yet been held and a decision on whether the 15 contracts will be awarded as one or separately has not yet been made. The official also said the replacement of Chen as company president was by order of the Executive Yuan.

民進黨籍立委 鄭寶清表示:「很奇怪就是一個園區怎麼會只有一家進駐,而且這家進駐他可能用不完可能還會做二房東,這個對整個園區設立的宗旨,或者園區的未來都有不利的影響。」
 
國民黨籍立委 曾銘宗表示:「請交通部查清楚公告須知的確實內容,中途不得變更內容,中途不能變更遊戲規則。」
 
網路家庭董事長詹宏志,週一晚間發聲明表達不滿,譴責交通部與行政院都做錯了,聲明中強調透過招標程序,企劃書就包含15個單位,在三月評選得到最高分,不料傳出有高層人士介入,郵局要求PChome協商,讓出部分單位給其他廠商,PChome發出律師信要郵局遵守合約,14號郵局卻被撤換總經理。詹宏志更點名,蘇貞昌、林佳龍都做錯了,要求撤查是哪個有力人士關說,打壓本土電商。
 
中華郵政公司協理兼發言人 郭純陽表示:「PChome他要租十五個單位,是他們的投標書裡面所提出來的,所以是他們的意願,我們有裁決權,所以這個案子目前還沒有定案,也還沒有到決標的程度。」
 
中華郵政公司表示,目前物流中心的招標案尚未決標,對於15個單位是否全部承租、或另做分配,中華郵政仍有最後裁量權;至於總經理人事異動,則是行政院的人事命令。
