New National ID Cards to Eliminate National Flag?|身分證擬拿掉國旗 遭疑"去中華民國化"

Taiwan's new national electronic identity card will be launched in October next year. According to reports, the card will no longer feature the Republic of China flag. This was viewed by many as another attempt by the government to distance Taiwan and the Republic of China. In response, Interior Minister Hsu Kuo-yung says that many other countries also don't have flags on their ID cards, and stresses that removing the flag design is definitely not political.


The new national electronic identity card is scheduled to be launched in October next year. According to recent reports, the card will no longer feature the national flag, leading to questions about an attempt by the government to distance Taiwan and the Republic of China.

Our roots are the Republic of China, under this national flag.

I don't want the flag to be removed. I definitely want it. It represents our Republic of China.

The passports have national emblems on them, so maybe they're not necessary for identification cards.

The government has not yet made a final decision on whether to remove the flag, but this issue has proven to be extremely controversial. Interior Minister Hsu Kuo-yung was therefore forced to convene a press conference to offer an explanation. He came prepared with samples of the ID cards from other countries to back his statement that many other countries in the world, including China, Japan, and Germany, do not have flags on their ID cards. He explained that the first several versions of the ID card did not have the flag. The flag only appeared in the fifth and sixth versions. Hsu also claimed ID cards are for domestic use, and whether or not they have flags won't make much of a difference.

There was no flag during the administration of the Chiang family until 1965. National ID cards are identification documents used internally. You won't be able to enter other countries with your national ID card when you travel abroad. You need to use your passport.

Many countries have their flags on their national identity cards as a national emblem. I hope the Ministry of the Interior will react while it's still possible and maintain our flag.

Pan-blue legislators criticized the government for trying to diminish the Republic of China and manipulate ideologies. In response, the Ministry of the Interior said there will be cross-party negotiations before the final version is decided, and no decisions have yet been made. With regards to the digital capabilities of the card, it said citizen digital certificate functions will be incorporated. It is also planning on allowing people to choose between whether they want their ID cards to also serve as their National Health Insurance cards. The launch of the new version is scheduled for October, and many questions remain about the final form, including whether the flag will be present, whether the spouse field will be removed, and whether there will be a third gender option.

身分證上的國旗圖案,會不會消失,尚未定案,卻已引發軒然大波。為此,內政部長徐國勇,特別召開記者會澄清,並準備各國身分證,強調許多國家,包括中國、日本、德國等,身分證上都沒有國旗。並強調身分證一開始設計的版本,就沒有國旗,直到第五、第六版才將國旗元素加進去,並強調身分證是對內使用,有沒有國旗圖樣影響不大。

內政部長 徐國勇表示:「前面兩蔣時代,一直到民國54年,完全沒有國旗,身分證是我們對內的一個,身分文件的證明,當我們出國的時候,你到國外拿身分證,你進不到人家的國家去嘛,你要用護照嘛。」

國民黨立委 曾銘宗表示:「很多的國家身分證,都會有他的國旗的標章在,我希望內政部懸崖勒馬,還是把我們的國旗加進去。」

身分證去國旗,藍營立委痛批,是去國家化,操弄意識型態。不過內政部回應,最終版本還會進行各黨協商,尚未定案,至於數位功能的部分,強調一定會結合自然人憑證功能,而健保卡的功能,目前朝向讓民眾自由選擇,是否附掛一卡多用功能。新版身分證明年10月上路時程不變,至於最終樣式版本,有沒有國旗、配偶欄會不會去除、以及第三性識別碼,仍在討論中。
