RETIRED TEACHERS COMPLAIN TRAVEL PLANS CURTAILED BY PENSION AUTHORITY|軍公教退休金改月領 出國需先申報引疑慮

Starting next year, the government will pay all military personnel, public school teachers and civil servants their retirement pension in smaller installments every month, rather than every six months. In addition, retirees will have to notify the government before they travel abroad, or else their pension payment will be temporarily suspended until their return.
On the notification, it reads that when public school teachers plan to travel abroad, they have to notify the pension authority beforehand. They also need to take the initiative to contact with the pension distribution authority once they are back in Taiwan. Otherwise, their pension will be suspended until their return. This information has been widely circulated among education groups recently. Some retired public school teachers find this annoying.

In the past, we only need to deal with our pension in January and July. Now that the pension is distributed once a month, public school teachers may not be able to go abroad whenever they wish. The government is, in fact, restricting our freedom of movement.
Pension for military personnel, public school teachers and public servants used to be distributed once every six months. However, starting from Jan. 2018, the pension will be distributed once a month. Some teachers said that they felt like prisoners because they have to check in every month and their freedom of movement is restricted. In response, the Ministry of Education and the Ministry of Civil Service said that the regulation to suspend the pension has always existed.

The procedure to distribute pension, the review system, and the regulation to check whether a teacher has reported to the authority, have not been changed. The only difference is that the pension will be distributed once a month, instead of twice a year.
The MOE said that reporting that they will leave the country was an existing rule. Teachers are allowed to report their year-round itinerary once a year as well if they think it is inconvenient to do such a thing on a monthly basis. They will receive their suspended pension once they are back in Taiwan, in contact with the pension distribution authority. There will not be a cut in their pension

軍公教人員的退休金,以往是每半年發放一次,明年開始改為月領。現在傳出,有退休教師收到通知,要求明年開始,出國需要先申報,否則會停發退休金,引發教育團體不滿。對此教育部和銓敘部回應,以往就有相關規定,如果沒有報備,會先暫停發放,等回國後再補發。
通知單上寫著,配合月退休金請領,老師要出國,必須先通知學校,回國後也要主動聯繫,否則會停發退休金。
這樣的訊息,最近在教育團體的網路群組廣為流傳,有退休老師認為,這種做法很擾民。

以往,軍公教人員的退休金,是半年發放一次,明年一月開始變成「月領」,等於老師們原本在查驗、發放的期間出國報備,會從每半年碰到一次,變成每個月一次,讓老師認為好像是犯人一樣,被限制了!對此,教育部和銓敘部官員,都表示查驗的規定一直都有。

都沒有去做任何的變動
(只是)時間上由半年
改為按月發放
教育部也強調,出國報備,是既有規定。如果老師認為常常報備很麻煩,也可以一次報備整年度的出國行程。至於停發退休金的部分,等回國後和發放機關聯繫上了,就會補發,不會有所減損。
