INVESTIGATION INTO INDONESIAN FISHERMAN'S DEATH RE-OPENED|印尼漁工之死疑點重重 檢方重啟調查

Last year, an Indonesia migrant fisherman died on a Kaohsiung fishing vessel, and a local prosecutor's office found accidental fall and wound infection as the cause of death. Recently, the Control Yuan and a fishermen union found evidence showing that the fisherman might have been abused prior to death, prompting prosecutors to reopen the case and start a new investigation. The Indonesian migrant fisherman who worked at Kaohsiung Fishing Vessel Fu Ssu-chun had his friend video record scenes in which he was beaten on the back of his head and suffered from several wounds; his feet were also swollen. Another video clip showed the man's face and head were swollen, he was not able to speak. He died on the fishing vessel a month later. ==LI LI-HUA, Yilan Migrant Fishermen Union Secretary-General== We don't know if he was seasick and got tired at all time. He was often beaten up by the captain, and captain also instructed others to beat up the man. After the incident, Pingtung District Prosecutors' Office closed the case with accidental falling and wound infection. However the Yilan Migrant Fishermen Union has suspected the deceased man was abused to death. The Union had visited Indonesia and inquired other fishermen on the same vessel; the Control Yuan later conducted further investigation. ==LI LI-HUA Yilan Migrant FishermenS' Union Sec.-Gen.== The man's colleague told me the reason why the man's feet were swollen. It was the captain who tied both the man's hands and used a knife to cut both the man's ankles. According to the Control Yuan's report, the man in the video once mentioned captain's name, however Pingtung prosecutor omitted the testimony due to inaudible interpretation. Members of the Control Yuan called on other interpreter to work on the transcript again and found all key testimonies were omitted by the prosecutor. ==CHEN YUN-JU Pingtung Dist. Prosecutors' Spokesperson== Regarding this death case, prosecutor executed immediate examination and investigation. After our office received the Control Yuan's investigation report, we have already initiated a new investigation. The family of the deceased migrant fisherman received only NT$100,000 as compensation payment. The Control Yuan also found some migrant fishermen only got paid NT$20,000 for a four-month work. The Control Yuan had issued a correction demand to the Fishery Bureau for management negligence.
