They planned to bring freshwater back from the island and prove that it is a suitable human habitat. Meanwhile, 8 KMT and DPP legislators went to the Taiping Island by military transport aircraft to conduct a survey.
On July 20, five fishing boats at the Yan-Pu Dong-Gang Fishing Harbor was ready for sail. The Dong-Gang fishermen were set to make a landing at the Taiping Island to protect their ancestral property and rights to fish in the South China Sea.

The fishermen called for the government to set a 200-nautical-mile exclusive economic zone and protect their safety while fishing. However, the Fisheries Agency said the fishermen's acts could be illegal since the boat they took was a living fish transportation boat. It can only perform a point to point navigation. Meanwhile, 8 KMT and DPP legislators formed an inspection team and went to the Taiping Island by a military transport aircraft.
