First meeting as both President and DPP chairwoman / 執政後首次全代會 蔡:改革一定有陣痛　　　　　　　　　　

On July 17, the Democratic Progressive Party held its first national congress after they became the ruling party. President Tsai Ing-wen, who also serves as the DPP chairwoman, emphasized Taiwan has faced a series of difficulties over the past two months. She said that reforms are not easy, and people have to be patient. She is willing to take more time to help factions within Taiwan to reunite. President Tsai Ing-wen, who also serves as the Democratic Progressive Party's chairperson, showed several images during her opening speech at the DPP's first national congress. These images include a flooded Taoyuan International Airport, the misfire of the Hsiung Feng III missile, China Airlines' flight attendants on strike, and a devastated Taitung after Typhoon Nepartak. Tsai said she understands that the people's expectations for the new government are high, and its reforms left a lot to be desired. The highlight of the national congress was a proposal made by four DPP representatives. It authorizes the Central Executive Committee to propose a new party charter clause based on Tsai's statement on maintaining the status quo. It hopes to replace the 1991 Taiwan Independence Clause, the 1999 Resolution on Taiwan's Future, and the 2007 Normal Country Resolution Article. ==HSIAO CHIEH, DPP representative== The new party charter clause shows how the DPP has improved with time.
