No Winner in This Year's Skills Competition Due to Technical Error 高中技藝競賽又出包 餐飲服務成績計算錯

The National High School Skills Competition is under fire as two categories have testing and scoring errors. The Ministry of Education says a task force will sort out the mess.

On the 1st, it was reported that there will be no winner in the food and beverage category of the National High School Skills Competition due to score calculation errors.

Chang Yung-chieh, Director, K-12EA Division of Academic Senior High Education: “We looked into it and found that there were in fact scoring errors in the food and beverage service category. A Ministry of Education task force will help the New Taipei City Education Department sort this out.”

The K-12 Education Administration says the list of correct scores will be issued by the New Taipei City Government. Meanwhile, the scores in 11 other competition categories will be reviewed. The National Federation of Teachers' Unions says the top three finishers in each category of the competition receive priority admissions to four-year technology colleges and two-year junior colleges, and fairness and significance have been lost with technical excellence screening ratios also coming into play.

Wu Chang-mei, Deputy Director of Policy, National Federation of Teachers' Unions: “In particular, the questions or tasks and scoring system we discussed previously need to be reassessed. Also, is there a clear SOP or not? We need the Ministry of Education to determine this.”

Wu Chang-mei says the organizer, which changes every year, is responsible for general affairs and the award ceremony is scheduled for the day after the competition. Therefore, there often isn't enough time for the organizing school to score entries properly and this can lead to technical errors. At the same time, it's mostly university professors -- not teachers at the organizing high school -- that come up with challenges and assess entries, and relevant procedures were not followed this time. The ministry's task force has met once, but did formally announce any decisions afterward.

國教署高中職組長張永傑表示：「經查察後餐飲服務職種，確實有成績錯誤的情形，教育部專案小組將協助新北市政府教育局釐清正確的排名。」

國教署指出，釐清正確名次後，將由新北和委員會再行公告，也將重新複查商業類11職種的成績。全教總指出，全國技藝競賽前3名，直接取得四技二專技優保送資格，技優甄審也採計一定比例，一連出兩個包，損及公平性與代表性。

全教總政策部副主任巫彰玫表示：「尤其是在前端這些我們說的命題，審題，甚至於評閱的這個部分，可能整體來說要再做整個的盤點，而且到底說他是不是有一個很明確的SOP的流程，這個部分其實都應該要再請教育部這邊要再做一個釐清。」

巫彰玫強調，承辦的高中職執行庶務工作，術科考隔天就要頒獎，時間壓力下，可能導致技術性錯誤，但命題審題以及評閱工作，主要是大學教授負責，這次相關流程均未落實，演變成荒謬大戲。至於教育部專案小組已開過第一次會，但未來覆核機制，人員究責，都未發出正式決議聲明。
