Suspect a Corporal in Tainan's Military Police 酒醉攻擊女童與母親 竟是台南憲兵隊下士

A 11-year-old girl was inexplicably attacked by a drunk man on the street on the morning of the 26th in Tainan. The drunk man has been identified as a corporal in Tainan's Military Police. The Military Police Command stated will be immediately transferred from his current position and will be discharged from service. 

The CCTV shows an 11-year-old girl surnamed Chen riding her bicycle and waiting for a red light at the intersection of Tainan's Wennan and Jiannan Road at 8 a.m. on the 26th. The next second, a 28-year-old man surnamed An suddenly appeared and inflicted violence against her. The little girl fell to the ground in pain and wailed. A nearby pharmacy owner heard the sound and told the girl to run. The girl's mother also arrived at the scene to protect her daughter and was beaten by An. Witnesses quickly called the police.

Witness: “The suspect followed her from behind and then kicked her temple. Then the little girl fell down. We really can't have a crime like this in broad daylight.”

The police arrested An immediately and activated child protection mechanisms by increasing patrols. The 28-year-old suspect claimed to be in a bad mood and was drunk. He did not remember initiating the violence. The man is actually a corporal in Tainan's Military Police.

Little Girl's Parent: “Anyway, we'll just follow the legal procedure. No matter what he does or who he is. Bullying others is wrong.”

Witnessing Pharmacist: “It's just that we do our duty to help each other. The military police are of course the military's and the general public's role models. So of course they should lead by example and be more self-disciplined.”

After being interrogated by the police, the suspect was transferred to the Tainan District Prosecutors Office for investigation and detained.

Lin Fu-lai, Presiding Judge: “We believe the defendant has repeatedly committed the same crime. In the absence of specific and effective clear measures to prevent the defendant from committing the harmful crime again, we are holding him in detention pursuant to Article 101-1 of the Code of Criminal Procedure, Item 1, paragraph 2.”

The Military Police Command also urgently issued a press release on the evening of the 26th, stating that Corporal An will be punished for his drinking and disorderly conduct on the 26th while he was on break. The corporal was immediately transferred from his current position and awaited severe punishment.

監視器上可以看到26日上午8時多，一名11歲陳姓女童騎車停在台南南區文南路與建南路口等待過紅燈，不過下一秒，28歲的安姓男子卻突然出現對她施暴。

陳姓女童痛到倒地哀號，附近開藥局的藥師聽到聲音，趕緊出去勸阻，叫女童快跑，期間女童母親回到現場為保護女兒也遭安男毆傷，目擊民眾趕緊報警處理。

民眾描述：「嫌犯一來就尾隨她，從後面尾隨她，然後一腳踹飛她太陽穴，然後妹妹整個就倒下去，光天化日下還這樣犯罪，真的是不行啦！」

警方到場後，立即將安嫌帶回派出所，並啟動兒少保護機制，加強巡邏。經查後發現，這名28歲的安姓男子，自稱心情不好喝醉酒，但卻不記得施暴過程，而他居然還是台南憲兵隊的下士。

陳姓女童家長表示：「反正事情就這樣走，我們就按程序走就好，不管他怎樣、做什麼，霸凌別人就是不對。」

目擊藥師說：「只是我們盡到守望相助的責任，憲兵當然是軍人表率，也是一般民眾表率，所以當然要以身作則，對自己要更嚴格的自律。」

警方訊後，依觸犯《刑法》傷害罪、《兒童及少年福利與權益保障法》移送台南地檢署偵辦，台南地院也裁定羈押不禁見。

台南地方法院庭長林福來說明：「地院認為被告有反覆實施同一傷害犯罪之虞，在尚未有具體有效的明確措施，足以防止被告再犯傷害罪嫌之前，依《刑事訴訟法》第101條之一
第一項第二款規定，予以羈押。」

國防部憲兵指揮部26日晚間也緊急發布新聞稿表示，台南憲兵隊安姓下士本月26日休假期間肇生酒後行為不檢事件，依「刑懲併行」原則，案發當日即刻將安員調離現職，並檢討重懲汰除。
