Media Reports Legislator Suffered Domestic Violence 傳立委高嘉瑜疑遭男友施暴 並控制行動

Legislator Kao Chia-yu may be a victim of domestic violence, according to media reports. Kao has not yet confirmed or denied the report, only saying she will stand courageously in a written statement and that she hopes there won't be any more victims.

The front door of Legislator Kao Chia-yu's service office in Taipei's Neihu District is closed. The media recently reported that Kao and her boyfriend Lin Pin-shu checked into a hotel in New Taipei City's Banqiao District in mid-November, and she subsequently became a victim of domestic violence, with her movements controlled for two days. Following the reports, Kao issued a written statement saying the related information is still being organized, and she will offer an explanation in the future. Premier Su Tseng-chang was asked to comment on this incident, and he denounced all forms of violence.

Su Tseng-chang, Premier: “We denounce all forms of violence. Men hitting women are lower than dogs or pigs. ”

The Ministry of Health and Welfare conducted a large-scale survey on domestic violence suffered by women earlier this year. It showed that psychological violence was the most common type of violence, accounting for 16.76 percent of cases. It was followed by physical violence at 7.97 percent, economic violence at 7.20 percent, sexual violence at 4.85 percent, and stalking and harassment at 4.80 percent. The media reported that Lin is in possession of intimate videos, and used them to coerce Kao. This case shows that technology-facilitated harassment and violence are on the rise, but there are no laws to prevent them.

Chen Yu-i, Member, New Taipei City Gender Equality Committee: “Someone secretly photographing or filming intimate moments is one of the conditions for harsher punishment for sexual offenses. We need a dedicated law to prevent images of victims from being distributed.”

Experts say that if victims are public figures, public opinion may cause secondary harm. They urge society to understand that these incidents aren't just miscommunications between lovers. They are criminal offenses. Victims can call the 113 women and children protection hotline if they need assistance leaving abusive environments.

行政院長蘇貞昌表示:「我們譴責任何暴力，男人打女人更是豬狗不如。」

衛福部今年大規模調查國內婦女遭受親密關係暴力相關數據，調查顯示，各類暴力型態中，以精神暴力盛行率16.76%最高，其次為肢體暴力7.97%、經濟暴力7.20%、性暴力4.85%、跟蹤及騷擾4.80%。

平面報導指出，林秉樞手上握有親密影片，脅迫高嘉瑜不敢張揚，這也顯示數位工具所產生的騷擾及暴力日益增多，但法令卻還跟不上腳步。

新北市性別平等委員會委員陳育苡指出:「如果性私密影像他有被竊錄下來的話，這個是加重強制性交罪的要件之一，我們是不是需要一個專法，讓被害人影片在還沒有被散播之前，是可以及時來把他打住。」

專家呼籲，受害人若是公眾人物，輿論風波也可能造成她的二度傷害，呼籲整體社會要正視，此事件並不是情侶之間溝通不良的問題，這就是一種刑事犯罪，必須尋求113等專業管道，讓受害者安全離開受暴環境。
