The long-awaited rain has eased some drought in southern Taiwan. However, it has also ignited a war for water between Pingtung and Kaohsiung.
Excavators are working late into the night at the upper reaches of Zhuokou River to remove a mud dike and allow the water to continue flowing. There was heavy rain over a main catchment area serving Kaohsiung's mountainous region on May 23, but none of the water reached downstream areas. The city's Water Resources Bureau investigated, and found the Irrigation Agency's Pingtung Management Office had built a mud dike that diverted all the water to Pingtung's Gaoshu District. It immediately sent excavators to remove the dike. Gaoshu residents were not happy.

They took all the water from our water source, and now the people are over here fighting. This is completely wrong.
There wasn't enough water here in the first place, and now they have dug out two-thirds of the dike. The water supply is not enough and the people are complaining.
Gaoshu Township residents say Kaohsiung did not make any effort to talk things over or notify them before launching an operation in the middle of the night to get the water. They felt this was very disrespectful. In response, Kaohsiung's Water Resources Bureau said Zhuokou River's current flow rate is six cubic meters per second, but the water rights permit held by the Irrigation Agency's Pingtung Management Office is only for 2.3 cubic meters per second. That's why it made the move to divert some of the water to Gaoping River.
We only diverted less than one-third of the volume to Kaohsiung City. This water will flow to Gaoping River and be used for household consumption.
Zhuokou River passes through both Kaohsiung City and Pingtung City. The water rights are held by the Water Resources Agency, and the river is the main source of agricultural water in Pingtung's Gaoshu Township. However, the upper reaches are located mainly in Kaohsiung, and the administrative region is Kaohsiung City. On May 24, the city's Water Resources Bureau and the Irrigation Agency's Pingtung Management Office reached an agreement on how to divide the water. If the division affects irrigation in Gaoshu Township, the office will make adjustments.
怪手深夜在濁口溪上游作業，將土堤挖開，要分流水流。高雄山區的茂林等主要集水區23號下大雨，但下游還是沒水，水利局一查發現，是農田水利署屏管處蓋土堤，將水全引去屏東高樹，趕緊派怪手挖開土堤，卻引發高樹人不滿。
高樹鄉民表示：「水源頭一下把我們(分)走，讓我們這些百姓，在這邊爭吵、打架，這很不對。」
屏東縣高樹鄉長 王樹圍表示：「原來這裡的水源，就已經不夠，現在又挖2/3出去，所以水源就不夠，所有的民眾就反彈。」
高樹農民認為，高雄市沒協商、也沒通知，就半夜搶水很不尊重人；高市水利局表示，濁口溪目前川流量大約6CMS，但農水署屏管處被核發的水權只有2.3CMS，才會引部分水道、分流到高屏溪。
高市水利局總工程司 蔡易勳表示：「我們只分了1/3以下的量，到我們的高雄市，這邊下來會流到我們的高屏溪，去做民生的使用。」
濁口溪流經高屏兩城市，水權屬水利署，是屏東高樹主要的農用水，但因為上游大部分在高雄，行政轄區屬高雄，24號，高市水利局跟農水署屏管處達成分水協商，若分水影響到高樹灌溉時，由農水署屏管處做微調。
