Two COVID-19 Cases Detected at Taipei City Hospital Heping Branch 陳時中.柯文哲協商獲共識 和平醫院不封院

Central Epidemic Command Center Commander Chen Shih-chung held a meeting with Taipei City government officials for the two cases in Heping hospital. Chen said there is no need to close the hospital now. Taipei City Mayor Ko Wen-je even emphasized that undocumented migrant workers should not worry about their legal status if they wish to be tested for the coronavirus.
Central Epidemic Command Center (CECC) Commander Chen Shih-chung and his team of five held a more than one-hour long emergency meeting with officials at Taipei City Hall early in the morning on the 14th to discuss epidemic prevention measures for handling the two confirmed COVID cases found at Taipei City Hospital Heping Branch as of late, including whether or not to close off the hospital.
I don't think Heping Branch needs to be closed off as of now. The central government and everyone involved are putting in great effort to reduce the risk as much as possible and to be back in normal operation step-by-step. This is the consensus from our meeting.
I am here to solemnly announce that the city will issue amnesty orders for undocumented foreign workers who wish to get tested for COVID-19 or get treatment at the hospital. There are about 50,000 undocumented foreign migrant workers in Taiwan and they must be in fear of getting deported once they seek treatment or tests. As part of epidemic prevention, we will issue amnesty order for these workers. We will not send you back to your country if you come get yourselves checked at the hospital.

We have had experience of closing off the hospital during SARS and Taoyuan General Hospital from awhile back. We call it the down-to-zero plan; it will get better. We have a well-thought out plan to bring Heping Branch back to normal operation.
The city and CECC have reached a consensus to suspend certain operations at the hospital, including emergency room services and not accepting walk-in patients. Inpatients are to self-isolate for 14 days after checking out from the hospital. Five categories of people should monitor themselves for symptoms and consider rapid testing. They are those who have visited or work at the tea parlors in Wanhua District since April 15th, people who have sought treatment for fever or respiratory symptoms at hospitals or pharmacies in the district, foreign spouses and homeless people. Rapid screening stations have been set up at three hospitals in Wanhua as well as 4 more stations at the Bopiliao area. Taipei City Mayor Ko Wen-je also emphasized that undocumented migrant workers do not need to worry about their legal status if they wish to be tested for the coronavirus.

The current situation is relatively more complicated. Everyone knows how intertwined the region is with nearby public transport, markets and temples. The hospital with the latest cases is even located right in Wanhua. It is very difficult to manage.
In concern for undetected cases in Wanhua, the government is buckling up. There are have been talks over possibility of a district lockdown, and Mayor Ko said he has ordered 172 shops in the area to suspend operation for three days and they cannot reopen without permission from the city government. The government also strongly recommends that people over party of three should avoid eating together, and this will adjust according to the development of the epidemic. Vaccination is also a crucial part of epidemic prevention, and there has been a controversy over whether to allow local governments to purchase vaccines to conduct vaccinations. Both CECC Commander-in-chief Chen and Taipei City Mayor Ko did an elbow bump with each other in agreement that the central government should still be in charge overall.
疫情指揮中心指揮官陳時中帶著防疫五月天一早前進北市府，一個多小時的閉門會議商討因應對策，因為萬華區和平醫院出現兩個新冠疫情確診案例，引發會不會封院的疑慮。
中央流行疫情指揮中心指揮官 陳時中表示：「目前來講，和平沒有封院問題，現在中央跟地方大家的努力，讓他風險歸零，逐步能夠恢復醫療量能，這是大家剛才最大的一個共識。」
台北市長 柯文哲表示：「當年SARS封院的情形，還有這次桃園醫院也清理過一次。我們叫清零計畫，會越來越好，所以會相當有步驟地讓這個醫院，再重新恢復滿載的能力。」
中央拍板和平醫院不封院，但嚴堵疫情擴大，中央和北市府有共識，降載和平醫院的營運量能，包括急診要暫停，門診不接受現場掛號，出院病人要14天居家檢疫，更列出五大類加強監測對象，4月15日起出入萬華茶藝館人員，曾因發燒就醫或買藥的民眾，遊民、外配等以及有意願篩檢之民眾，都能去做快篩，萬華區除了三家醫院，還在剝皮寮新增第四個快篩站，就擔心防疫有破口，還對外籍移工發出特赦令。
台北市長 柯文哲表示：「很鄭重的宣布一件事情，台灣大概有超過5萬名，沒有身分證的外勞，凡是來做檢查的或去醫院就醫，我們一定會給特赦令。很多外勞會怕，一來就被抓起來，今天為了防疫的需要，外勞有特赦令，不會因為來就醫，就把你遣送回國。」
中央流行疫情指揮中心指揮官 陳時中表示：「這次的事情，當然相對的複雜，大家知道在區域性的複雜，加上醫院，又有地緣的關係，處理上，是非常的困難。」
就擔心萬華地區還有未爆彈，中央地方上緊發條，會不會提升到"封區"的層級，柯文哲指出，已經下令172間店家全部暫停三天營運，得到北市府允許才可以開，也強烈建議，避免3人群聚飲食，依照疫情變化滾動性修正。而疫苗接種也是防疫的關鍵，但要不要開放地方政府自行購買疫苗的爭議，在這場緊急會商後，陳時中與柯文哲口徑一致，由中央統籌，就像記者會最後，兩人擊肘的動作，中央與地方抗疫一條心。
