Local Governments Can Procure Vaccines: CECC 地方可自行採購疫苗? 縣市首長反應不一

In reponse to worries of potential vaccine shortage, Health and Welfare Minister Chen Shih-chung said that local governments can procure their own vaccines while local leaders had differing views.
Kaohsiung City Mayor Chen Chi-mai went to Kaohsiung Municipal Sanmin Senior High School on May 13 to ensure that disease prevention measures will be adequately enforced during this weekend's Comprehensive Assessment Program for Junior High School Students exam. Cities and counties have stepped up disease prevention measures due to the worsening epidemic situation. Demand for vaccines has also soared, even though Taiwan has a very limited supply. The Central Epidemic Command Center announced on May 12 that local governments are now allowed to procure their own vaccines.
Taipei City Mayor Ko Wen-je said the CECC should have made this announcement much earlier, and waiting until this point is equal to shifting the responsibility for vaccine procurement to local governments. He said that the measure may alleviate the vaccine shortage, but it may not even matter at all if local governments lack procurement channels.

We will cooperate with the central government. We hope the central government will take charge of vaccine procurement and purchase vaccines directly from the manufacturers.
Kaohsiung City’s Department of Health said countries around the world are fighting over vaccines, and the vaccine procurement process is extremely complex. This situation will make it difficult for local governments to get vaccines. Others said they will wait and see what happens.
The channels will be clearer if everyone acts as one. If there are individuals or cities that have different channels to procure vaccines, we would be happy to get them as long as they are approved. With regards to whether Tainan will buy them or not, we hope that people with access will inform us of these channels and we will then be willing to use them to purchase vaccines.
Taichung currently has a vaccine surplus of about 13,000 doses. As the quantity is sufficient, the Taichung City Government currently has no plans to procure vaccines.

高雄市長 陳其邁表示:「我們也會跟中央合作,就這個疫苗的採購,希望由中央政府出面,能夠直接地跟一些廠商洽購。」
高雄衛生局進一步解釋,各國現在都在搶疫苗,加上疫苗採購得牽涉過程很複雜,縣市政府可能很難自己採買到疫苗。而多數縣市聽到疫苗可自購的消息,也都還在觀望。
台南市長 黃偉哲表示:「大家集中在一起,管道也比較清楚。如果有個別的人,或個別的城市,他有獨特的管道可以取得疫苗,只要這疫苗是經過認證的,是合格的疫苗,我們也樂觀其成。至於台南市買不買?如果有機會的話,我們也希望說,有管道的人,可以把這管道告訴我們,我們樂於去買。」
台中市衛生局疾病管制科長 湯澡瑛表示:「目前(台中)疫苗的剩餘量,大概還有1萬3千多劑,目前疫苗的數量是足夠的,台中暫無計畫自行採購疫苗。」
而台北市長柯文哲則有些不滿,認為指揮中心若要開放讓縣市買疫苗,就應該早講,現在才說等於是把買疫苗的責任丟給地方政府。地方自購也許能解決疫苗不足的問題,但若縣市政府難有管道可買,恐怕也是空談。
