All PRC Sand Dredging Boats Have Left Matsu's Waters: CGA|海巡署:數日強力驅離 已無中國越界抽砂船

The ROC Coast Guard Administration says there are currently no PRC sand dredging boats in Taiwan's territorial waters. Matsu residents called a press conference on Oct. 30 to release aerial photos showing sand dredgers and carriers have moved to a nearby area. They saw the noise and light pollution from the boats are affecting their lives and are calling on the Ocean Affairs Council to work with China on joint enforcement. They also hope the Coast Guard can send more support personnel to the area.
Coast Guard vessels patrol Matsu's waters on the 29th, with no other boats in sight. The PRC sand dredging boats that have been operating off of Matsu in recent days have left the area.
There are currently no sand dredgers or carriers or fishing boats in Taiwan's territorial waters.
However, Matsu residents say aerial photos show the sand dredging boats are still nearby, and the noise and light pollution from the boats are affecting their daily lives.
The Ocean Affairs Council needs to do its work and find out if Mainland China considers the Minjiang area an allowable sand dredging area.
There are only 80-plus (Coast Guard) personnel stationed in Matsu's sizeable territorial waters. We have just three bases with fewer than 10 boats. The government is only paying attention now and we hope it can rezone Matsu's territorial waters and restricted waters.
On the 29th, the Executive Yuan passed revisions to increase penalties for sand dredging boats illegally operating in Taiwan's territorial waters to up to seven years imprisonment and up to NT$80 million in fines. However, one lawmaker says the root of the problem is the lack of a dedicated marine management agency. The lawmaker is calling on the Ocean Affairs Council to draft comprehensive ocean management regulations.
(The Coast Guard) will send more personnel to Matsu, and the problem will be tackled through cross-joint joint enforcement.
The Coast Guard says it will continue working with China to jointly fight sand theft, and new restrictions and zoning plans are being drafted.

海巡署人員表示:「沒有任何的越界的抽運砂船,及越界的漁船。」
不過馬祖鄉親30號在立委陪同下開記者會,提供這兩天從飛機上拍攝的照片,顯示抽運砂船只是移至南竿津沙的鄰近海域,巨大的噪音與光害仍影響馬祖民眾的生活。
馬祖鄉親協會理事長 林金官表示:「籲請行政院海洋委員會,去了解閩江海域,是不是有被中國大陸,劃為可以開採海砂的一個區域?」
馬祖鄉親協會理事 蘇柏豪表示:「在馬祖,這麼一大片海疆中,只有區區80多人的(海巡)編制,不到10艘船,要分3個駐地。這一次,也能讓政府重視這個情況,能夠重新劃定,我們這邊馬祖海域的禁限制水域。」
行政院會29號通過修法草案,違法越界抽砂,加重刑度至最高7年以下有期徒刑、併科8千萬元以下罰金。但立委認為根本問題是,我國海域管理規範目前散落於各部會,呼籲海委會應建立完整配套的海域管理法。
海巡署長 莊慶達表示:「(馬祖海巡)我們會做人力的部署,跟調派。兩岸會共同來討論這個(共打機制)問題,未來怎麼法制化?」
海巡署表示,為打擊不法盜採海砂船隻,持續和中國相關單位商討共同執法方式與內容,至於禁限制水域重新劃定問題,也已經在研議規劃中。
