Taipei City Residents Protest Social Housing Projects|北市東湖&松山延吉段社宅 遭在地抵制

The Tsai administration has set a goal of creating 200,000 social housing units. Two projects in Taipei have met with opposition from residents. Kuomintang councilors say the city government failed to carefully assess the projects and defend residents.
Taipei's Neihu District is overly populated, but the Construction and Planning Agency selected its Donghu area as the location of a new social housing project. Specifically, the chosen location is two plots of land currently used as parking lots. Local residents have protested this project, saying the area is already densely populated and has narrow streets, including many that are one way. They worry that their lives will be adversely affected by this social housing project.
The streets are all one way, six to eight meters wide. Let's say 400 households are coming in. Multiply that by three to four, and that's 1,000 people.
With regards to the planning of parking spaces, we will consider setting some aside for residents.
The National Housing and Urban Regeneration Center said it would study the suggestions offered by residents. Meanwhile, residents have also risen up against another project in Songshan District. The government plans to turn a space that is currently being used as a community farm into social housing.
This borough is one of the few in Taipei without parks or green spaces. This is something that's really important, but the Taipei City Government has not spoken up for us at all.
Right now we are prioritizing areas with low building coverage rates so that we can leave the maximum amount of open space for residents. With regards to the traffic issues raised by residents, we will go back and come up with related strategies.
The National Housing and Urban Regeneration Center said it would aim to leave as much open space as possible. Kuomintang Taipei City councilors questioned the Taipei City Government's position and whether it adequately assessed these projects.
If the plan calls for over 150 (parking spaces), the developer will have to submit a traffic impact assessment. The urban design report will be sent to our urban design review committee for investigation.
We're presently in the information meeting stage and concrete details aren't complete yet. This means the city government is unable to provide any specific information.
The Tsai administration promised to build 200,000 social housing units in eight years, and plans were accelerated after Tsai Ing-wen began her second term. Taipei needs social housing, but where they should be built has become a contentious issue.
台北市內湖人口呈現飽和,內政部營建署卻規劃在東湖蓋社宅,就是目前當停車場使用的兩塊空地,引發當地居民反對,因為這裡除了人口密度高,道路也狹小,單行道也多,若是社宅再蓋下去,恐怕生活機能大打折扣。
台北市東湖居民代表 王先生表示:「都是東湖單行道,6米的、8米的,然後你又再進來4百多戶,4百多戶,你隨便乘以3、乘以4,就是1千多人。」
國家住都中心規劃師 樂嘉剛表示:「我們在規劃停車位的部分,也會思考配合。之後留設一定的停車位,給地區的民眾。」
住都中心允諾會把意見帶回去討論,但是引發爭議的社宅,還有松山延吉段基地,這塊行之有年的幸福農場,中央打算把綠地變社宅。
台北市松山區復建里居民代表 李先生表示:「我們里是台北市,少數沒有公園綠地的里,這點非常重要。我想台北市政府,在這個事件裡面,完全沒有站出來。」
國家住都中心規劃師 李映瑤表示:「(目前)採低建蔽率的一個設計,我們希望,可以留最大的開放空間給地方。針對居民提到的交通問題,我們會回去再研擬相關的策略。」
對於居民意見,住都中心也說爭取最大開放空間,但多位國民黨台北市議員卻質疑北市府的立場,到底有沒有專業把關。
北市府交通局綜合規劃科長 楊靜婷表示:「規劃有超過150席以上(停車位),就要由開發者來提送交通影響評估,並以都審報告書,送到我們的都審委員會裡面,去進行審查。」
北市府都發局副總工程師 羅文明表示:「目前為止,還停留在說明會的階段,具體的內容,其實還尚未很完整。所以在市政府這個部分,沒有辦法很具體的表達意見。」
蔡政府力拚兌現8年20萬戶社宅的支票,現在已經第二任期,中央加速動起來,但台北市究竟還需要多少社宅,又有什麼地方適合興建,面對反彈的民意,中央與地方如何取得平衡,恐怕還是一大問號。
