Premier Su Tseng-chang's criticism over worsening crime led to the firing of Kaohsiung and Tainan's police chiefs. There are reports that NPA Deputy Director-General Liu Po-liang will assume the vacancy in Kaohsiung. While he is believed to be on good terms with the DPP's candidate for the city's mayoral by-election, the timing of the personnel change has led to speculations

Kaohsiung City Police Department Commissioner Lee Yong-kuei was fired on July 13 over a murder case at a dance hall. There are reports that his replacement will be National Police Agency Deputy Director-General Liu Po-liang, and that he is on good terms with Chen Chi-mai, the Democratic Progressive Party's candidate for the city's upcoming mayoral by-election. The string of actions taken by the central government led Taiwan People's Party mayoral candidate Wu Yi-jheng to denounce the central government for system-destroying political maneuvering.

The police chief was replaced just one month before the election. The only possible justification for this is the police chief had some major shortcomings. I think replacing someone on the grounds of law and order does great damage to the profession of police officers.

Meanwhile, Kuomintang candidate Jane Lee said opinions differ on whether worsening law and order is a reason for a sacking, and perhaps the focus should be on improving grassroots police benefits and local public order.

I think the police chief worked very hard to keep us Kaohsiung residents safe. He also served for a quite a long time, so I don't know what the central government was thinking when it decided to replace him all of a sudden at this juncture.

There are rumors that the NPA replaced the police chief to set the stage for Chen. Chen said he respects the central government's personnel decisions, and promised to use big data to help the police investigate cases if elected. He also promised to uphold the rights and benefits of police officers and their families.

Fighting crime and upholding law and order are the most important tasks of a local law and order officials. They also need to take on this responsibility. I'm a candidate right now, so I respect the central government's police personnel arrangements.

The sensitive timing of this personnel arrangement has led different people to different conclusions.

高雄市警察局長李永癸因為舞廳命案被撤換，即將接任人選，可能是警政署副署長劉柏良，而據傳劉柏良和民進黨高雄市長補選參選人陳其邁交情不錯，中央一連串動作讓民眾黨提名的吳益政批評，這是破壞體制的政治操作。

民眾黨高雄市長補選參選人吳益政表示：「在選舉的前一個月，來換警政首長，除非警政首長有很重大的瑕疵，才構成理由。只是因為治安的考量，要換人，我覺得，這是對警察專業一個最大的傷害。」

而國民黨李眉蓁表示治安不好到底有沒有下台必要是見仁見智，還是應該以基層員警福利與地方治安為主要考量。

國民黨高雄市長補選參選人李眉蓁表示：「我相信，局長都是非常努力維護我們高雄的治安，而且我們這個局長也做得滿久的，所以突然間，在這個時間點換，我也不清楚中央是什麼樣的考量。」

外界質疑局長換人是警政署為陳其邁布局，陳其邁表示尊重中央的人事調動，但未來若是當市長，會用大數據協助警方查案，也會保障警察跟其家人的權益。

民進黨高雄市長補選參選人陳其邁表示：「打擊犯罪、維護治安，是地方治安首長最重要的工作，也要負起責任。因為我現在是候選人，所以尊重中央對於警察的人事安排。」

一個警察局長的人事調動案，但因為正好是市長補選的敏感時機，也讓不同立場的人對這件事有了不同解讀。
