Second US Arms Deal for Taiwan This Year Authorized|今年第2次對台軍售 美國通過愛三延壽案

The U.S. has approved an arms sale worth NT$18.2 billion to Taiwan, which is the second deal of this year and 7th under Trump's presidency. Scholars say the normalization of arms sales is a positive indicator of mutual relations.


In May, the United States approved the sale of torpedoes to Taiwan. On July 9, the Department of State approved the second arms deal of the year. It is worth NT$18.2 billion, and is an upgrade package for the 444 Patriot surface-to-air missiles and ground systems that Taiwan has purchased from the U.S. over the years. The deal includes outdated component replacement and missile testing and certification. A number of the missiles and systems have been in use for over 10 years, and the U.S. has guaranteed a 30-year life span for the missiles.

There is a huge difference between the arms sales of recent years and those in the past. For example, Patriot surface-to-air missiles can only be purchased from the U.S., and they will tell you yes or no. It's the same situation for the Mark 48 torpedoes we bought in the past. If the U.S. feels that it's feasible, then it will authorize the sale.

This arms deal can strengthen our self-defense capabilities and the peace and stability of the Taiwan Strait.

Patriot systems are anti-aircraft systems and can destroy tactical ballistic missiles. The operational range is 70 kilometers, and the flight altitude is 24.4 kilometers. The interception rate is 75 percent. If two missiles are simultaneously launched at one target, the interception rate increases to 88 percent. They can be used in all weather conditions. The systems are deployed all around Taiwan, including Taipei's Wanli and Nangang, New Taipei City's Xindian, Taichung, Tainan, Kaohsiung, Hualien, and Taitung.

We will know in about 45 days' time whether the deal will go through. This will greatly help to strengthen our overall military might.

This is the seventh arms deal of the Trump presidency. Scholars say the U.S. went from offloading unwanted arms onto Taiwan to treating Taiwan the same as important non-NATO allies Japan and South Korea. The Presidential Office thanked the U.S. for fulfilling the Taiwan Relations Act and the Six Assurances, which it said would ensure peace across the Taiwan Strait.
 
 
 
台美關係進一步升溫,美國繼通過520的魚雷軍售後,美國國務院9號通過今年第二次的對台軍售案,正式批准約182億元的愛國者三型飛彈延壽案,且通知國會,這項軍售案包括更換逾期的零組件、飛彈認證測試,軍售範圍涵蓋台灣歷年採購,公告總數量有444枚的愛三飛彈、及地面系統,由於不少飛彈跟系統服役10年,美方此舉確保飛彈三十年壽期無疑慮,協助台灣威嚇區域威脅。
 
民進黨立委王定宇表示,「我們這幾年的軍售跟以往有很大的不同,比方說愛國者三型,他單向單品提出,他就會告訴你准或不准。我們之前買這個MK-48重型魚雷也一樣,單向單品單軍種他覺得可不可以,他就會批准。」
 
國防部發言人史順文表示,「這項軍售將有助於強化我國的自我防衛能力以及維護台海區域和平的穩定。」
 
愛國者三型飛彈系統性能強大,具備防空、反彈道飛彈功能,防空的攔截距離長達70公里、攔截高度24.4公里,一枚愛國者飛彈攔截一枚導彈的攔截率有75%,如果同時用兩枚攔截,攔截率提升到88%,可以進行全天候作戰,堪稱防空利器。國軍部署全台各地區,像是台北萬里、南港、新店、台中太平林營區、南部的部分,台南、高雄,已及花東的空軍基地,都有愛國者飛彈連進駐。
 
台灣戰略學會研究員蘇紫雲表示,「而且可以大概在45天左右,知道說可不可以取得這些軍售,所以我在整個兵力的整建效率上面就會大為提升。」
 
這是川普就任以來,第七度實施對台軍售,突顯美台軍售的常態化。學者分析,美國一改過去,長期累積軍售案,才用包裹清倉方式宣布軍售案,現在讓台灣比照日、韓兩國,成為非北約盟國的重要指標。總統府則感謝美國履行台灣關係法與六項保證的承諾,協助我方確保台海和平安全。
