Premier Spends Day on Waterfall Nature Trail|視察大屯瀑布區步道 蘇揆向山林致敬

On July 10, Premier Su Tseng-chang announced an additional NT$200 billion in bailout subsidies to save industries impacted by the pandemic, causing concerns that the policy would leave debt for future generations.


Premier Su Tseng-chang visited a waterfall in Datun on the 10th to encourage everyone to visit forest areas during the summer. Su previously announced the government would install air conditioning in all elementary and junior high school classrooms within two years but now says two conditions have to be met for schools to qualify for central subsidies.

The relevant budget has been drawn up and we hope local governments will work with the Ministry of Economic Affairs and Ministry of Education to (finish installing air conditioning) before summer the year after next. As for electricity costs, we plan to offer subsidies under the preconditions of not wasting electricity and fair usage.

In other news, Su announced an additional NT$200 billion in bailout funds for the manufacturing, tourism and transportation, and other industries impacted by the global pandemic. In response to criticism this only leaves debt for future generations to deal with while taking money away from infrastructure, Su said there is no tomorrow without today.

The Legislative Yuan has passed special regulations to approve worthy spending that will produce achievements. The entire country is in the same boat. Apart from epidemic prevention, we have to focus on bailouts. Many countries are allocating way more funds than Taiwan to impacted industries. The government has to help impacted industries make it through difficult times. If there isn't a now, how is there a future?

The legislature's extraordinary session has opened but there may not be time to get the bailout budget on the agenda. Su says legislative approval is not needed and the government can distribute the funds with mobile pay to get them out more quickly. As for former President Ma Ying-jeou pointing out the Tsai administration's proposed national security bill is quite similar to China's Hong Kong national security law, Su said this was "inappropriate" commentary and the government will have the proper countermeasures in place to prevent civil servants from traveling to Hong Kong in the future.
 
 
 
向山林致敬,行政院長蘇貞昌蘇貞昌視察大屯瀑布區溪流西側步道,以行動鼓勵民眾走向山林,在炎熱的夏天,也是一種消暑,但學生平時得在學校上課,蘇貞昌先前宣布兩年內,中、小學的教室都要裝冷氣,不過電費誰來出呢?蘇貞昌提出中央補助的兩個標準。
 
行政院長蘇貞昌表示,「希望縣市政府、教育部、經濟部都配合,趕快在後年夏天前做好。電費負擔政府也有規劃,在不浪費電、公平使用的情形下,經費將由政府補助。」
 
不只電費有補助,蘇貞昌也在行政院會裁示,編列紓困3.0特別預算2000億,來挽救受到國際疫情衝擊的產業,像是製造業、觀光運輸業等等,卻引發債留子孫、排擠其他建設的疑慮。但蘇貞昌認為,沒有現在,哪有未來。
 
蘇貞昌表示,「一切都有立法院通過特別條例依循 ,我們也都會把錢花在刀口上。全國同舟一命,不但防疫要做好,紓困也要做好,所以現在我們還是要對在困難中的產業,助他們走出困境,否則沒有現在哪有未來?」
 
立法院臨時會已經在進行,恐怕來不及處理紓困預算,蘇貞昌指出,依紓困特別條例規定,後續預算送到立法院後,政府就可先行動支,因為救急必須及時。另外,對於前總統馬英九批評國安五法與港版國安法相比,不遑多讓,蘇貞昌認為,這種比喻不當,對於未來相關公務人員赴港,他說政府會有因應措施,將在主管部會盤整說明。
