HSR Hires Martial Art Security to Ensure Safety |高鐵聘武術保全 台鐵列車長配防身噴霧

The Taiwan Railway Administration and the Taiwan High Speed Rail are strengthening security and safeguarding measures. The TRA will provide train conductors with self-defense sprays while the latter has hired security personnel who specialize in martial arts to patrol the train carriages.
The Legislative Yuan has amended the Taiwan Railway Act early this month to require railway companies to provide emergency response training to employees, following several passenger attack incidents in recent years. Last year, the Taiwan Railway Administration (TRA) has required train conductors to carry self-defense sprays in Keelung and Taipei as a test run. Now, the TRA has decided that train conductors are required to take training classes and participate in drills starting May 15th. However, the conductors can make the decision on whether to bring the self-defense spray or not by themselves.
Starting from now, other than call records and self-defense batons, we will also provide the conductors with self-defense sprays. They can decide if they want to carry it or not.
The Taiwan High Speed Rail (HSR) has reinforced train safety since the beginning of May by requiring its security personnel to hold certificates in Taekwondo, Judo or Jiu Jitsu. Most of the security guards have been bodyguards or have been in the Special Forces in the past, in the hope that their professional experiences can assist the people on the train in time of emergency.
It would be best if they have real work experiences in the army, the police force or the Special Forces. If not, i hope they hold certificates in martial arts.
The security personnel are required to have professional training, HSR service training and pass related tests in order to be on the train. Chiu Chun-yung, who was in the Marine Corps Special Service, is the first security personnel on board the HSR.
I have trained in catch and grappling and how to identify explosives. I will follow the train conductor's orders to protect the safety of all passengers, the train conductor and the service personnel.
Other than leveled up the hard-ware devices, both the HSR and the TRA stressed that they will carry out different drills periodically to reinforce the safety of the trains in order to ensure that tragedy does not happen again.
台鐵近年來數次發生車上旅客攻擊事件,立法院這個月初修台鐵法明訂,鐵路機構應訓練員工維安應變技能,而台鐵去年就在基隆和台北試辦列車長配戴防身噴霧,拍板敲定5月15號擴及全台,列車長都必須上課受訓操演,不過實際要不要攜帶,可以自行決定。
台鐵台北站務主任 賴彥宇表示:「現在開始,除了原有的行調,跟防身棍之外,也提供了水柱型防身噴霧器,讓行車人員,依他們的意願來領用。」
展示各項裝備,宣示要讓車廂安全做到滴水不漏,高鐵從5月開始也新增列車車安保全,除了要求必須領有相關跆拳、柔道或博擊等證照,大多也都曾當過隨扈或特勤,專業的工作經驗,希望在危急時刻,能夠讓車上組員爭取更多時間和空間。
高鐵營運安全室資深經理 許俊文表示:「能夠最好是有軍、或警的特勤的實務工作經驗,或者是說具有我們這些武術證照的合格人員。」
必須經過各方面專業訓練以及高鐵服務訓練,通過後才能上車,曾經在在海軍陸戰隊特勤待過的邱俊詠,就是第一批高鐵車安保全成員。
高鐵車安保全 邱俊詠表示:「任職前有接受這個擒拿術的訓練,以及爆裂物的識別認知。我會聽從列車長的指示,去保護所有的旅客,以及列車長、服勤員的一個安全任務。」
除了硬體設備加強,雙鐵也強調會定期進行各項演練,強化列車安全,雙鐵維安升級,就是希望不要再有憾事發生。
