Taichung Carries Out Spot Inspections of KTVs|台中錢櫃3包廂2間安檢出狀況 遭勒令停業

After the tragedy, the Taichung City Government also began carrying out inspections of the city's Cashbox KTV outlets. It found issues with the emergency broadcast system in two private rooms and ordered to suspend operations.
A fire alarm sounds inside a private room at a KTV. On the afternoon of April 27, the Taichung City Government carried out spot safety inspections at the city's Cashbox Partyworld KTV outlets. Mayor Lu Shiow-yen was part of the inspection team, and helped to inspect three private rooms. Two of these rooms were found to be substandard. Lu said there is no room for negotiation when it comes to public safety, and ordered the KTV operator to suspend operations on the spot.
They have the required equipment, but two of the three rooms selected for inspection did not meet standards. We have decided to impose the highest standards, which means the KTV operator must shut down the entire building.
The city government said both rooms had issues with their emergency broadcast systems, which were found after fire bureau personnel tested the smoke detectors. The volume of the broadcast in one room was too low, while the system in the other room did not broadcast at all. They therefore failed the safety inspection. The operator immediately shut its doors, posted a notice that it has suspended operations, and committed to making improvements within the shortest amount of time possible.
We will immediately make improvements, after which we will notify the city government and ask them to conduct a second inspection.
Meanwhile, the Kaohsiung City Government also inspected its Cashbox Partyworld KTV outlets. It found that the fire control systems all met standards. The city government intends to increase the frequency of inspections of all KTVs and karaoke bars.
At present, the items we are inspecting include automatic fire alarm systems, smoke extraction systems, and indoor fire hydrants. We found that all of them met our standards and all were operating normally.
Kaohsiung has 441 KTVs and karaoke bars, and it will complete a general survey within one month's time. Those who fail to meet standards will be given one month to make improvements. Taichung will continue its regular inspections of its 140 establishments, as well as launch special inspections and require operators to implement public safety measures with the aim of averting fires like the one that occurred at a Taipei KTV on April 26.
KTV的包廂響起嚇人的火警警報聲，台中市府27號下午前往錢櫃KTV進行聯合安檢，市長盧秀燕也到場進行抽查， 隨機抽查三間包廂，竟然就有兩間安檢不合格，盧秀燕認為公共安全沒得商量，當場勒令業者即刻停業。
台中市長 盧秀燕表示：「他們都有這些設備，但是這三間抽了兩間，有兩間的運作是不合格的，我們決定要採取最高的嚴格標準，那這家的KTV必須要整棟暫停營業。」
台中市府表示，不合格的兩間包廂，問題都出在警報廣播系統，消防局人員測試火煙感測器後，一間是廣播過於小聲、另一間是完全沒有廣播，因安檢不合格，業者隨即關閉大門、張貼公告暫停營業，承諾會在最短時間內改善。
KTV業者表示：「我們會立即會改好，那我們會通知市政府，再來做複查的動作。」
高雄市府也前往錢櫃KTV進行安檢，檢查各消防安全設施後，確認都符合規定，高雄市府將對所有視聽歌唱業增加稽查頻率。
高市消防局副局長 王宗展表示：「目前我們所檢查的各項設備，包括火警自動警報設備、排煙設備，以及我們的室內消防栓的設備，它都是符合我們的法令規定，而且都能夠正常運作。」
高雄市目前有441家視聽歌唱業者，將在一個月內完成普查，不合格者會給一個月改善期；而台中市府除了針對轄內140家業者例行性稽查外，還會另外推動專案稽查，確切要求業者落實公安，避免台北市的5死悲劇再次發生。
