Carrie Lam Comments on Hong Kong Election Results|港區選建制派大敗 林鄭:未被北京問責

Pro-democracy candidates won a landslide victory in Hong Kong's 2019 District Council elections on Nov. 24, defeating the pro-Beijing establishment. Chief Executive of Hong Kong Carrie Lam spoke with the media on Nov. 26, saying the result shows society's dissatisfaction with the government. She also said some voters used ballots to condemn the violence that has plagued Hong Kong in recent months.The Hong Kong police currently have Hong Kong Polytechnic University surrounded, leaving protesters and students stranded inside. Lam said the government has adopted a humane approach and minors must register their personal information before they will be allowed to leave.


The 2019 District Council elections were held in Hong Kong on Nov. 24, and voters overwhelmingly chose pro-democracy candidates over pro-China candidates. On Nov. 26, Chief Executive of Hong Kong Carrie Lam spoke with the media at the Executive Council. She said the election illustrated society's discontentment with the government, which in turn affected support for pro-China candidates. She also said she wasn't held accountable by Beijing.

We gave a response on Sept. 4, especially with regards to formally withdrawing the amendment bill, which was the first demand out of the five core demands. With regards to the others, we offered a detailed response.

Lam also said that Hong Kong needs to uphold three things, which are one country, two systems; the rule of law; and Hong Kong's institutional advantage. She added that leading the way in upholding the institution depends not on the government, but on protesters, and also said that many voters used the ballot during the recent election to condemn the violence. The Hong Kong police currently have Hong Kong Polytechnic University surrounded, leaving protesters and students stranded inside. Lam said the government has adopted a humane approach and minors must register their personal information before they will be allowed to leave.

I know that Hong Kong Polytechnic University's school officials will form a working team today. Teachers, administrative staff, professional counselors, medical personnel, social workers, and security personnel will enter the campus and urge these the people who remain there to leave.

The government previously invoked the Emergency Regulation Ordinance to ban protesters from wearing face masks. The High Court of the Hong Kong Special Administrative Region then ruled that this was unconstitutional, saying sections of the law that empower Hong Kong's leader to make laws "on any occasion of public danger" are incompatible with the Basic Law. It also postponed the invalidation ruling to Nov. 29. The Hong Kong government subsequently appealed, asking for the ruling to be overthrown. The hearing date has not yet been announced.

香港特首 林鄭月娥表示:「19月4號做出的回應,特別是正式撤回了反修例條例的草案,也都是五大訴求裡面的第一項,至於其他的,我們也詳細的提出了回應。」

林鄭月娥表示,香港要維持3個東西,分別是一國兩制、維持法治以及維持香港制度優勢,而維持制度的主導權不在港府而是示威者,還直指這次選舉有不少選民透過選票表達對暴力的不滿。針對港警包圍理工大學,導致學生受困,情況危及,林鄭月娥強調目前已採人性化做法,仍堅持未成年留守者必須登記個人資料才能離開。

香港特首 林鄭月娥表示:「我知道今天理工大學的校方,就會安排工作小組,包括教職員、專業輔導員、醫護人員、社工保安人員,進入校園中進行遊說,勸這些留守的人離開。」

香港反送中示威延燒,港府動用緊急法訂立禁蒙面法引發爭議,香港高等法院認為「緊急法」涉「危害公安」部分牴觸「基本法」下的憲制架構,日前裁定部分違憲,也暫緩頒布無效裁決到29號。對此,港府提出上訴,要推翻裁定,目前尚未確定聆訊日期。
