Fu May Be Released from Prison Early for Good Behavior|"獄中表現良好" 傳傅崐萁下月提前出獄

Former Hualien County Magistrate Fu Kun-chi entered prison in September last year after being convicted of insider trading and other charges. He may be released ahead of schedule for good behavior as soon as Apr. 18. As to what he will do once he is released, there are currently rumors that Fu may represent the pan-blue camp to run for legislator.


Previously, the Taichung Branch Court of the Taiwan High Court convicted former Hualien County Magistrate Fu Kun-chi of insider trading and other charges and sentenced him to eight months in prison. Fu began serving his sentence at Hualien Prison on Sept. 25, 2018. Prior to entering prison, he said he would be reborn after eight months. Now, the prison may reduce his sentence by six to seven days for good behavior, and Fu could be released on Apr. 18 at the earliest barring any unexpected incidents.

Mr. Fu has maintained good behavior in prison, and when good time is earned, we always reduce sentences.

Fu is known as the "king of Hualien County," and his imminent release from prison has sent shockwaves across the county. On Mar. 23, the Kuomintang's Hualien headquarters unexpectedly announced that those interested in taking part in its legislative primary must submit financial expenditure plans for their candidacies, which some believe is paving the way for Fu to run.

Today, the Kuomintang's Hualien headquarters has announced this information and is requiring this plan. This makes every Hualien resident think that it is taking his side and trying to fix the game.

There are currently three candidates hoping to secure the KMT's nomination. Former Legislator Wang Ting-sheng indicated no cities or counties currently require candidates to provide financial expenditure plans. Meanwhile, Huang Chi-chia refused to comment, and Lin Yo-chih said the rules should be determined by the party's central committee.

I don't think either the central or local entities would do this. I think the two of them will support whichever one of us three is chosen.

According to Hualien Prison, a final decision on the length of the reduction of Fu's sentence has not been made, so he may not necessarily be released on Apr. 18. However, it confirmed that Fu would be released sometime in April. Fu's wife, Hualien County Magistrate Hsu Chen-wei, refused to comment when asked about this.



前花蓮縣長傅崐萁因炒股案被台中高分院判八個月定讞，去年9月25號入花蓮監獄服刑，入獄前他曾喊出八個月後又是一條好漢，但他在獄中表現良好，刑期縮短六至七天，要是沒有意外，下個月18號就可出獄。

花蓮監獄秘書 王恩先表示：「傅先生在監獄的表現良好，所以說在他，合理有達到級數，也達到分數的部分，我們都給與縮刑。」

外號花蓮王的傅崐萁即將出獄，在地方上引起不小震撼，尤其是國民黨地方黨部23日突然宣布立委初選候選人，必須提出輔選財務支出計畫書，讓外界批評根本是為傅崐萁鋪路。

花蓮縣議員 莊枝財表示：「如果今天國民黨縣黨部發布這個消息，要這計畫書，會讓所有花蓮縣的民眾，認為國民黨縣黨部，是在袒護他，是在打假球。」

而國民黨立委初選參選人目前有三位，前立委王廷升表示目前並沒有任何一個縣市，要求參選人提出輔選財務支出計畫書，黃啟嘉則是不表示意見，林有志則是認為遊戲規則應該黨中央說的才算。

國民黨立委參選人 林有志表示：「從中央到地方，我想不會做這種事情啦，我想只要我們三個人，只要不管誰提名，他們夫妻都會全力來輔選。」

花蓮監獄強調，傅崐萁可以縮刑的級別還未確定，所以未必是下個月18號就可提前出獄，但可以確定四月分一定會出獄，對此傅崐萁的妻子、花蓮縣長徐榛蔚，則是不願意表示任何意見。
