A win to environmental groups! Tainan City Mayor Huang Wei-cher has announced that the Longqi badlands have been temporarily designated as a natural landscape. This means that under the Cultural Heritage Preservation Act, no construction can be carried out for one year. Environmental groups and residents were delighted by the news, as this decision will prevent a plan to build a landfill from moving forward.


The Tainan City Government recently formed a task force to review a plan to build a landfill in Longqi District. On Jan. 25, Tainan City Mayor Huang Wei-cher convened a press conference to announce that the Longqi badlands have been designated as an interim natural landscape. This means the landfill developer will not be able to conduct work during the next year while the review procedure is taking place.

The Tainan City Government followed articles 84 and 20 of the Cultural Heritage Preservation Act. The site of the Longqi landfill has been designated as an interim natural landscape. As there are protective measures for interim natural landscapes, Ocin Company is required to cease all water conservation projects at the site effectively immediately. We will form a committee of scholars and experts to deliberate this case. Once they reach a conclusion, we will make a final decision in accordance with the Cultural Heritage Preservation Act and the natural landscape review procedure.

Environmental groups were pleased by the news. They were holding their own press conference outside Tainan City Hall to urge the city government to revoke developer Ocin Company's water conservation permits.

Many generations have lived here, and we want to leave good things for future generations.

This announcement appeared to catch the developer by surprise, and it issued a statement saying that it cannot accept this decision and it will seek compensation through judicial proceedings.

We feel very disappointed over this treatment by the city government. We also intend to take all judicial and administrative measures possible.

The developer also said the consultation committee formed by the city's Agriculture Bureau is made entirely of individuals and groups opposed to the landfill, and therefore their resolutions are not credible. It believes the city government already made a decision a long time ago, and it cannot accept this decision. With regards to the issue of possible compensation, the city government said it will be handled in accordance with the law.
