Taipei mayor Ko Wen-je's three-day trip to Shanghai concluded yesterday with a meeting with China's Taiwan Affairs Office director Zhang Zhijun. The two met and shook hands in front of the Hong Qiao State Hotel. However, the content of their subsequent discussions were not made available to the public.
Taipei mayor Ko Wen-je and China's Taiwan Affairs Office director Zhang Zhijun met for the first time in Shanghai. Zhang said in his remarks that, though their meeting is taking place after changes in the cross-strait situation, China's policy regarding Taiwan remains consistent. Ko said that cross-strait exchanges are beneficial to both sides.
==ZHANG ZHIJUN Minister, China's Taiwan Affairs Office==
The mainland has maintained a consistent policy towards Taiwan, regardless of any changes in Taiwan, because we have always believed that the two sides are one family. We are part of a family, part of a community of common destiny. When the family is harmonious, everything is prosperous.
==KO WEN-JE Mayor of Taipei==
There should be no problems with communication, it should be easy. Since communication is easy, there should be more exchanges to see what benefits the people on each side. We will keep working on this.
A closed-door discussion followed the brief remarks. When asked why the meeting was only announced at the last minute, Ko said that it was the host's arrangement, but stressed that city-to-city engagement was still the focus of this trip. Ko said he would "say what needs to be said" in his discussion with Zhang.
==KO WE-JE Taipei City Mayor ==
Following the host's wishes was a major principle in our itinerary arrangements. In our meeting, we will say what needs to be said. However, as I often have said in the past, if possible then ideological questions should be avoided. The focus of this trip is still on city-to-city exchanges.

This is Ko's second trip to Hong Kong since taking office as mayor, but this trip takes place against the background of rising tensions across the Strait. There was an unspoken agreement in his meeting with Shanghai mayor Ying Yong to avoid the 92 consensus and talk about the two sides being a family and a community of common destiny. Taken together with his meeting with Zhang, whether this trip will become something more than a city-to-city exchange is an issue that is sure to bring worries to the DPP government.
