381 OFFICIALS MUST RETURN PENSION OVERPAY|終結黨職併公職 追381人溢領退休金

Yesterday, the Legislative Yuan passed an act that deals with pension seniority issues for KMT officials who carried over their seniority when they assumed government positions, which resulted in overpay. The new mandates that recipients return the surplus within a year. Among the 380 or so affected, former vice president Lien Chan is the most well known. He alone will have to return millions of NT dollars in funds. Legislative Yuan speaker Su Jia Chyuan finally passed the act on the 'settlement of combination of years of service in the public sector and political organisations' through the superior numbers of the majority DPP. This means that anyone who simultaneously draws both a party and a post as a government official pension must return the excess over a threshold amount within one year. Retirement benefits are to be adjusted by deducting the number of years they worked for the KMT, or other political organizations, from the number of years they worked in the public sector. According to the Ministry of Civil Service, 381 people will be affected, who have worked for political parties for over 10 years. 48 of these are comparatively well-known figures including former Examination Yuan president Chang Kuan-chung who must returnNT$10.11 million, former vice president Lien Chan who must return NT$9.83 million and former minister of Foreign Affairs Jason Hu, who must return NT$8.65 million. ==TING YUAN-CHAO Dir., Lien Chan's office== Former vice president Lien does everything according to regulations and as a principle always follows the law. ==KUI HUNG-CHENG Dir. Chang Kuan-chung's office== He did not combine party and official post pensions, he had academic and official post pensions, as for a long time he was an assistant professor at NCCU. The MOCS said that within one year of the new law coming into effect it would calculate a complete actuarial list and recover funds one by one. The KMT emphasised that the combination of partty and official post pensions had a background linked to the era and the DPP's method of pursuit of funds recovery was crude. The KMT may assist those affected in pursuing legal action.
