IGPASC SAYS WOMEN'S LEAGUE TOOK DONATIONS 'MOSTLY' FROM KMT|黨產會:婦聯會收"勞軍捐"240億 多經由國民黨

The IGPAS committee in its initial investigation concluded that the National Women's League collected an estimated NT$24 billion in "patriotic duties" over a 34-year period. Meanwhile, a hearing has been scheduled on Apr 27 to further determine if the League is a KMT affiliated organization. According to the Ill-gotten Party Assets Settlement Committee, National Women's League of the Republic of China collected an estimated NT$24 billion in "patriotic donations" over a 34-year period from 1955 to 1989. While two-thirds of the money collected went to the Women's League, the remainder went to the Friends of Armed Forces Association. The committee thinks that the Women's League has close ties to the KMT because during the initial stage of its establishment, many government subsidies were transferred to the league by the KMT. ==SHIH CHIN-FANG spokesperson IGPASC== NT$24 billion was calculated based on information collected from the Friends of Armed Forces Association. The committee said that the Women's League and the Friends of Armed Forces Association started to collect 'donations for the military' in 1955 through the government-imposed surcharges on imported components and goods. The surcharge was NT$0.5 for every US$1 worth of imports when the program was launched and was later cut to NT$0.3, NT$0.2, and NT$0.1. In 1988, the program was eliminated. == SHIH CHIN-FANG spokesperson IGPASC== This was not a tax. However, it was not a donation either. An export and import surcharge is not a donation. Cheng Pei-fen, who used to be the league's consultant, said that the money was used to boost the military's morale and build dormitories for the families of the soldiers. Cheng also said that the KMT was unlikely to interfere with the League because even the then-president Chiang Kai-shek did not have a say in it. Chiang's wife Soong Mei-ling, who set up the league, played the main role in leading the League. == CHENG PEI-FEN journalist== Chiang Kai-shek had no control over Soong Mei-ling. Soong had her own ideas. She was pretty conceited. The Women's League was beyond the reach of the KMT. The league was definitely not a KMT-affiliated organization. The committee said that the information does not provide sufficient proof of relations between the League and the KMT. Therefore, the committee decided to hold a public hearing on Apr. 27 to decide whether the league is affiliated to the KMT.
