FIRST TAIWANESE FISHING BOAT FINED BY NEW FISHERIES ACT|新版漁業三法上路後 首例漁船遭重罰

Since the amendments to the three articles regarding the fisheries industries took effect in Jan. 2017, a Taiwanese fishing boat was fined for the first time. In spite of warnings from the Fisheries Agency, the boat named Tung Sheng Fu has violated the Fisheries Act five times since this March by illegally entering the Philippines' exclusive economic zone. On the morning of March 24, the Fisheries Agency imposed a fine of one million NT dollars on the boat. The Fisheries Agency established a 24-hour Real-Time Monitoring System. Through this system, FA is able to know deep-sea fishing boats' latest location, as well as the boats' voyage in the past 10 days. FA spotted Tung-sheng-fu boat in monitoring, found it ignored warnings and had entered into the exclusive economic zone of the Philippines for five times since March 1. ==CHEN TIEN-SHOU Director-General, Fisheries Agency== To my surprise, the boat fished in a restricted zone. According to the newly enacted regulation of distant fishery, the minimum penalty for such a severe violation is at least NT$1 million or even more. This is the first case of heavy penalty since the third amendment of Fisheries Act effective in 2017. The Director-General of FA, Chen Tien-shou said the amendment and real-time monitoring system are made to show our determination to fight against illegal fishing and hope that in the second half of 2017, Taiwan could be removed from the "Yellow Cards List" by EU for non-cooperating in fighting illegal fishing. ==LIN TSUNG-HSIEN Minister of COA== We hope to achieve the goal that in the second half of 2017, the EU will agree with our effort in fighting IUU. We need to adopt more international standard regulations, some of them even stricter. Minister Lin disclosed, EU's investigators visited Taiwan this Jan. to survey our actions against illegal fishing. Although they questioned about our short of manpower in the posts of deep-sea fishing observers, FA declared that Taiwan will work harder and cooperate with neighboring countries against illegal fishing.
