Can voters who are currently COVID-positive allowed to leave the house and cast their ballots at the voting booth? Scholars and civil organizations think it's a breach on civil and political rights, but the Taiwanese government insists on a NT$2 million heavy fine for COVID-positive voters if they are found to break their mandatory quarantine to vote.

九合一大選，就要在這個星期六舉行，照目前5+n的防疫規定，今天起通報的確診個案，確定不能投票。指揮中心和中選會都確定，確診者如果外出投票，違者最高可罰200萬。但中研院士陳培哲認為，如果確診者出門投票就給予重罰，又不提供其他投票方式，可能引發憲政危機。
