Shih Chung-liang Takes Over as Director-General of NHIA 石崇良接健保署長 薛瑞元:能達資安防弊

Former Ministry of Health and Welfare Deputy Minister Shih Chung-liang officially took post as Director-General of the National Health Insurance Administration on Feb. 6. 

Former Ministry of Health and Welfare (MOHW) Deputy Minister Shih Chung-liang took over as Director-General of the National Health Insurance Administration (NHIA) on Monday, Feb. 6. Health and Welfare Minister Hsueh Jui-yuan who presided over the handover ceremony, said he is confident in Shih's knowledge and ability to ensure information security and prevent cyberattacks due to his last experience as a chief information security officer under the MOHW.

Hsueh Jui-yuan, Minister, Ministry of Health and Welfare: “Former Deputy Minister Shih served as a chief information security officer in the MOHW, so he will definitely handle information security and privacy effectively, correct past mistakes and make improvements.”

It was originally the MOHW's plan to raise co-payments for several medical services starting mid-May of 2022, but it got postponed by former MOHW Minister Chen Shih-chung due to a COVID outbreak. Will new NHIA Director-General Shih start pushing for the raise to take effect?

Liu Shu-chiung, Chairperson, Taiwan Healthcare Reform Foundation: “We sincerely hope new NHIA Director-General Shih would carefully analyze the raise in national health insurance fees to see if it's justified.”

Shih Chung-liang, Director-General, National Health Insurance Administration: “We will consider the overall development of the pandemic and further observe the country's economic conditions to determine whether this is still affordable for everyone. We also need to prepare corresponding measures and engage in cross-agency communication to reach a consensus before making a decision.”

Hsueh said the ministry needs to observe for a period of time before making a decision on the raise. The ministry will seek the Executive Yuan's approval and communicate with other agencies in the meantime. The National Health Insurance rate would remain the same this year and be adjusted next year if needed according to set formula.

在衛福部長薛瑞元監交下，新任健保署長由前衛福部次長石崇良接任，由於去年底健保署才爆發疑似個資外洩爭議，對此薛瑞元表示，石崇良以前就是資安長，擔任次長期間、也督導健保等相關業務，相信他接任後一定能做好資安防弊。

衛福部長薛瑞元說明：「石次長之前就是衛福部的資安長，所以在這方面的話，他一定會好好來處理，把這一個事情，過去發生的這些事件的話，有一些改進的措施，會把它做好。」

此外，為搶救健保財務，衛福部去（2022）年4月曾公告要調漲民眾自付的部分負擔，新制原訂去年5月15日上路，但因本土疫情爆發，前衛福部長陳時中出面臨時喊卡，如今健保署長換人，讓部分負擔新制何時上路再受關注。

醫改會董事長劉淑瓊表示：「我們期許新任的石署長，能夠對於調漲部分負擔，它的合理性、它的正當性，還有利弊得失，能夠再好好的去做分析。」

新任健保署長石崇良指出：「我們會考量到整個疫情的發展，還有經濟復甦的情形，也考量到人民的負擔，相關的配套的措施都準備完整，跟大家溝通、達到共識之後，那麼再來推動。」

薛瑞元強調，健保部分負擔新制還需觀察一段時間，也會和行政院請示並和其他部會溝通，目前沒有時間表；至於健保費率，今年確定不會調漲，但未來會不會調整，將按照公式去計算。
