Chiu, Lin Meet With DPP's Clean Governance Committee 賄選案 邱莉莉.林志展赴民進黨中央說明

Tainan City Council Speaker Chiu Li-li and Deputy Speaker Lin Chih-chan, who are both members of the DPP and currently under investigation for vote buying, appeared before the party's Clean Governance Committee on Jan. 11. 

Chiu Li-li, Speaker, Tainan City Council: “We didn't participate in violence and there was absolutely no exchange of benefits. We're waiting for the judiciary and the central committee's investigations.”

Tainan City Council Speaker Chiu Li-li and Deputy Speaker Lin Chih-chan, who are both members of the DPP and currently under investigation for vote buying, appeared before the party's Clean Governance Committee on Jan. 11 to provide an explanation. Chiu told the media beforehand that she can withstand investigations. She is under investigation by the Tainan District Prosecutors Office and the DPP's Clean Governance Committee for buying votes to become speaker. The committee reached a resolution during the meeting.

Chiu Chun-yen, Chairperson, DPP Clean Governance Committee: “If prosecutors issue arrest warrants for them to detain them as the case develops or a court rules that they should be detained, then we will discipline them by suspending their rights. If it's confirmed that they're detained by a court, then their rights will be suspended for at least three years. ”

The committee said that although the pair asked for their rights to be suspended, it will follow the party's clean governance regulations in handling this case. The key to the case is whether Chiu and Lin, by themselves or using others, bought votes. If they end up arrested or detained, their party rights will be suspended. If they are sentenced, another investigation will take place and more severe disciplinary actions will be enacted in accordance with the party's clean governance regulations.

Voice of Chiu Chun-yen, Chairperson, DPP Clean Governance Committee: “If more serious violations are discovered during a court trial, then we reserve the right to expel them as the most severe punishment in accordance with clean governance regulations.”

Tainan City Councilor Huang Li-chao was detained as part of the investigation into this bribery scandal. As for Tainan City Councilor Li Wen-chun, prosecutors appealed a court decision to release him and were successful. They will now apply to detain him again. Lin Shih-chieh, another defendant that is under detention, appealed his detention but his appeal was rejected by a court.

Chief Prosecutor, Tainan District Prosecutors Office: “After the prosecution filed a protest, the court in the second ruling revoked the original ruling and sent it back to the original court. The defendant surnamed Lin's appeal of the decision to detain him was rejected by the court.”

Prosecutors said their investigations follow set procedures and the opinions of the outside world won't affect their investigations. Meanwhile, Chiu failed to appear at the Tainan City Council on Jan. 12.

台南市議會議長邱莉莉，以及副議長林志展，11日晚間要前往黨中央廉政會說明前，面對媒體詢問再一次強調得起禁得起檢驗。近期台南市議會爆出議長賄選案，不只台南地檢署偵辦中，民進黨廉政會也著手調查，11日晚間召開會議，會中也做出決議。

民進黨廉政會主委邱駿彥回應：「如果隨著案情的發展，他們有被檢方聲押 聲請羈押，或者是法院方面有裁定羈押的話，那就先給予停權處分，那如果法院羈押確定的話，那就至少停權3年。」

廉政會進一步強調，即便當事人做出自請停權的聲明，但廉政會仍會依照廉政條例處理，而關鍵就在於邱、林兩人，自身或別人，有無賄選或代替賄選，另外若遭到聲押、羈押除了停權外，若判決有罪將依照廉政條例規定，會再進行調查與更嚴厲處分。

民進黨廉政會主委邱駿彥指出：「隨著法院的審判過程，如果有發現更嚴重的情節，並不排除依照廉政條例，最重的是除名處分。」

而檢方偵辦台南正副議長賄選案，在收押首名市議員黃麗招後，檢方針對聲押，卻獲法院請回的市議員李文俊部分提抗告成功，台南高分院發回地院更裁，檢方將2度挑戰收押李文俊。而另1名被羈押的台南市區漁會理事長林士傑，提抗告則遭高分院駁回。

台南地檢署襄閱主任檢察官許嘉龍表示：「（李姓被告）檢察官提起抗告後，歷經2審法院撤銷原裁定、發回原審，林姓被告被羈押裁定提起抗告部分，歷經法院裁定予以駁回。」

檢方強調，偵查作為有既定步驟，外界因為關注，而多做聯想解讀，不會影響檢方的偵辦步調。而台南市議長邱莉莉則一早原定到議會的行程，截稿前也未出現。
