Officials Investigate Personal Information Data Leak at NHIA 健保署疑洩個資長達13年 檢調大搜索

The National Health Insurance Administration revealed that employees were suspected of leaking people's personal information for 13 years. Investigators searched the homes and offices of former NHIA Chief Secretary surnamed Yeh, as well as current employees in the underwriting section surnamed Hsieh and Li. 


Reporter asked Mr. Yeh, Former NHIA Chief Secretary: “Do you want to clarify yourself? Is there anything you want to explain?”

The retired Chief Secretary surnamed Yeh of the National Health Insurance Administration did not say a word in front of the camera. He was transferred to the Taipei District Prosecutors Office for interrogation late at night on the 9th and then was released without bail.

Reporter asked Mr. Yeh, Former NHIA Chief Secretary: “Mr. Chief Secretary, who did you leak the information to?”

The group was suspected of leaking personal health insurance data for 13 years. Investigators split into five search parties and interviewed three people, including the former Chief Secretary surnamed named Yeh, and current employees in the underwriting section. After being interrogated by the prosecutors, the employee surnamed Li wearing a dark coat was released without bail. The section chief surnamed Hsieh was released on NT$100,000 bail for violating the National Intelligence Service Act.

Reporter asked Ms. Hsieh, Section Chief, NHIA: “Section Chief, are you working as a spy? Who did you give the information to?”

Investigators are trying to determine how much personal information has been leaked, and whether it ended up in foreign hands.

Tsai Hsiu-ching, Director, Gov't Ethics Office, National Health Insurance Administration: “The NHIA has locked down system access for two employees involved in the case. They will be reassigned to non-supervisory duties during the investigation. We will review staff administrative responsibilities as soon as possible and issue proposals to strengthen our internal inspections. And we will encourage our colleagues to maintain information security and personal data protection vigilance.”

The NHIA stated it won't disclose anything with respect to cooperating with the legal investigation. If any colleagues are involved in illegal activities, they will be dealt with in accordance with the law.

「主秘,你資料都洩給誰啊?」健保署傳出內部職員洩漏民眾健保個資弊案,時間長達13年。檢調兵分5路搜索,約談葉姓前主秘及現任承保科長等3人,經檢方訊問,穿著深色外套的李姓職員無保請回,謝姓科長則以涉犯《國家情報工作法》,諭令10萬元交保。

「科長你是從事間諜工作是不是?你把資料到底交給誰?」洩漏的個資數量有多少、有沒有可能流向境外勢力,檢調還要進一步清查。

健保署政風室主任蔡秀卿指出:「本署已關閉2名涉案人員之健保資料庫系統查詢權限,在調查期間調離非主管職務,並將儘速檢討人員行政責任,研議加強內部查核密度及強度之作法,促使同仁保持資訊安全及個資保護警覺。」

健保署表示,基於偵查不公開原則,一切將尊重並配合司法調查,如有同仁涉不法案件將毋枉毋縱、依法處理。
