Human Trafficking Group Targets People with Disabilities 花蓮破獲人蛇中繼站 身心障者也被騙
Police busted a human trafficking group's base in Taipei and arrested two suspects. Over 20 people have been trafficked to Cambodia by the group, with the mastermind still at large.
The man in the green T-shirt is the suspect surnamed Fu who was taking the victim to the Ministry of Foreign Affairs to apply for a passport. He also deliberately kept a distance from the victim. After exiting the building, he handed off the victim to another suspect surnamed Chen. The woman in the picture is surnamed Chin, from Hualien's Sioulin Township. She was trafficked to Cambodia at the end of July, and her whereabouts are still unknown.
Chen Hsiao-shan, Captain, Criminal Investigation Brigade, Hualien Habor Police Dept.: “Their division of labor is to apply for passports and control victims at a relay house. Victims must live in the same place for several days before boarding a plane. There is also a special person which accompanies the victims on the plane.”
Police followed clues for two days on Aug. 30 and 31 and tracked the group's base to Taipei's Zhongshan District. They arrested a man surnamed Chen and others on the spot. The relay house is estimated to have trafficked more than 30 people.
Chen Hsiao-shan, Captain, Criminal Investigation Brigade, Hualien Habor Police Dept.: “After we inspected the relay house, we found that there were as many as 20 to 30 people that have been defrauded to Cambodia. This trafficking group is very bad. They abduct young people with disabilities to Cambodia.”
The Hualien Port Police emphasized that the trafficking group specifically targeted vulnerable groups to abduct and deceive people to work abroad. The suspect Chen was in charge of the relay station in Taiwan, while Fu was in charge of handling passports. The two were released on bail at NT$150,000 and NT$50,000 respectively while the investigation continues.

花蓮港警總隊刑警隊長陳孝山指出:「他們國內的分工就是代辦護照,然後集中處所,幾天的時間要住在一個地方,搭機再出境,搭機出境也有專人帶他們搭機出境。」
警方循線在8月30與31日兩天進行追捕,於台北市中山區吉林路破獲該集團的在台幹部據點,當場逮捕陳姓男子等該人蛇集團在台幹部,竟發現這裡也是控制被害者的收容中繼站,估計已轉介超過30人。
陳孝山表示:「警方詳查此據點後,竟發現有多達20至30位的國人受騙至柬埔寨。該集團非常的惡劣,竟將年輕身心障礙的弱勢團體拐騙至柬埔寨。」
花蓮港警總隊強調,該人蛇集團專門鎖定弱勢族群拐騙出國工作,由陳姓男子在台負責中繼站、傅姓男子負責辦護照,兩人最後分別以15萬元與5萬元交保,集團主嫌還在柬埔寨,目前持續追查。
