The website of the Executive Yuan's 4.0 bailout plan crashed with people having to wait at least an hour up to over a day to apply. Labor officials say people have until July 5 to apply so there's no rush.
The Bureau of Labor Insurance website is inaccessible with some people having to wait for an hour or even longer, over a day to get information on bailouts.
The groups are calling on the government to be transparent with corporate bailout information. They also say workers should have the right to apply for bailouts on their own and the government should pay workers directly. In addition, subsidies for part-time workers are needed along with pledges from companies that have received bailouts that they will not lay off workers. The groups also called on the government to establish consultation mechanisms with unions and trade associations to stop the continued deterioration of Taiwan's labor environment.

When the government announces a bailout program, (citizens) immediately want to find out all the details on how to apply. This just goes to show the Ministry of Labor, Ministry of Health and Welfare (and other agencies) did not learn a thing from the fiasco last year. They should've set aside a priority allocation for website or app development.
Lawmakers say the government learned nothing from the online congestion and websites crashing last year.
The number of citizens qualifying for bailouts increased by 840,000 from last year. This is what's causing the problems with our two-factor authorization mechanisms. From early on the morning of June 7 until now, several million people have tried to log in. They should try logging in using the Citizen Digital Certificate instead.
The bureau says people can try logging in with citizen digital certificates or the card-free system. The bureau also says people have until July 5 to log in so there's no rush and applications will be processed in phases. Unions, meanwhile, say the government is not doing enough to help affected workers.
Employed workers have to have channels through which they can get their bailout money. All of the (ways) depend on employers taking the initiative. The employer has to take the initiative to apply. Secondly, there is not enough transparency and no one knows how much money their employer is getting or how the received money is being used.

想看自己有沒有符合紓困申請標準,結果到勞保局網站查,至少要等一小時,但這還不算久,因為有些人要等超過一天。
台灣民眾黨立委 高虹安表示:「他(民眾)發現說,有紓困的相關專案申請的時候,他就會急忙想要來了解(條件)。那顯然是勞動部、衛福部(等單位),其實並沒有在這次,在民眾紓困的這塊,記取去年的教訓。在預算中,預先編列相關的,我們在網站開發或App的預算。」
立委指出,去年在紓困、振興等方案中,已經出現類似的塞車情況,結果今年,無法登錄的場面又再上演。
勞工保險局資訊室主任 曾斐瑜表示:「紓困對象有擴大,較去年增加了84萬人。所以導致我們的雙卡驗證的機制,這個路徑是壅塞的。從6月7號凌晨開始,到現在為止,已經有幾百萬人上來查詢,可以考慮採用自然人憑證的方式,來進行登錄,是完全不會壅塞的。」
勞保局回應,系統有分自然人憑證和免插卡雙卡號登錄方式,而且線上登錄會持續到7月5號,民眾不用急於一時,也可以分流作業。而針對這回紓困,工鬥團體再次發聲,認為,這對於受衝擊勞工的即時協助,還不夠。
桃園市產業總工會秘書 邱宇弘表示:「受僱勞工要循既有的管道,拿到這些紓困。它(方式)全部都是綁定雇主的主動權,只有雇主有主動去申請,跟通報紓困的權利。那第二個,是這些資訊,其實非常不公開,也就是,我根本就不知道我的雇主,到底拿了多少錢?用了什麼名目?」
工鬥團體呼籲,政府要公開企業紓困資料,也要給予受僱勞工申請紓困的發動權、實質認定並直接發給勞工,還要制定部分工時勞工的補貼方案,同時要落實「拿紓困不裁員」政策,對於防疫基礎產業,也要和產業工會、同業公會建立協商機制,不要讓勞動環境持續惡化。
