After the Lafayette frigate scandal in 1991, Swiss authorities froze US$900 million in kickback money. The Swiss Federal Department of Justice and Police says it plans to return nearly one-third of the sum to Taiwan, or around NT$7.4 billion. The remaining NT$20 billion will be returned to Andrew Wang's family as there is no evidence of bribery or corruption.##

The case, which erupted in 1991, was a huge political scandal. Late arms trader Andrew Wang and then-Navy Captain Kuo Li-heng were accused of taking kickbacks to facilitate the deal. Wang fled overseas in 1993, and Kuo was imprisoned in 2014. A warrant for Wang's arrest was issued in 2009; he subsequently died in England in 2015. In 2019, Taiwan's Supreme Court ordered prosecutors to confiscate over US$300 million of "criminal income" linked to the scandal. Swiss authorities say the US$600 million that won't be returned to Taiwan will be returned to Wang's family. Neither side is allowed to pursue further legal action.
If all US$900 million was dirty money, the Lafayette frigates were gifted to us. I don't think all of the money was kickback money.
Taiwan's Ministry of Justice says prosecutors will follow up on the case and try to get the money back as soon as possible through mutual legal assistance.

國策會召集人 林郁方表示：「剩下那個錢，（瑞士)大概就沒辦法還，因為它沒有辦法證明，是貪汙所得。」
回顧1991年爆發的這起弊案，當時軍火商汪傳浦和時任海軍上校郭力恆，被指控收取鉅額回扣，郭力恆在2014年判刑定讞，而汪傳浦早在1993年潛逃海外；2009年被台北地院通緝；2015年病逝英國，留下犯罪所得和孳息大約9億多美元；到了2019年，最高法院裁准沒收追徵犯罪所得3億多美元確定，如今，瑞士同意歸還近三分之一款項給台灣，但剩下的6億多美金，瑞士則聲明，將解凍返還汪傳浦家族，而且檢方與汪傳浦家族，雙方都不得再提抗告。
國策會召集人 林郁方表示：「如果說9億多美金，都是佣金的話。拉法葉軍艦，然後賣給我們，是當禮物送給我們，還是怎麼樣？我不認為9億多，都是拉法葉的佣金。」
對此，法務部證實，這起案子有相關進展，已由檢察機關釐清及處理，並會與持續進行司法互助，盡快追回不法所得。
