Many worry that kindergarteners may feel even more pressure after the Ministry of Education propsed to relax the ban on English being taught as a subject. Education groups say when the amendment takes effect, preschools would not be too different from cram schools.

There was no specialized preschool education. You were asked to write more than memorize, your pronunciation was corrected, and then you were asked to recite. There was a lot of the homework. This is nothing more than doing elementary school-level work in preschool.
English is not supposed to be the primary language of instruction at the preschool level. However, the Ministry of Education is planning to amend the Implementation Regulations Governing Early Childhood Educare and Childcare Services to change the provision that kindergartens may not offer full-day, half-day, or subject instruction in a foreign language to kindergartens may not teach reading, writing, and math for the purpose of proficiency. The change has proven to be controversial. A sociology professor interviewed families of elementary school students and found that forcing preschool-age children to learn English will result in issues with interpersonal relationships and interaction.
At English-language kindergartens, children speaking Chinese will get slapped so it's very stressful for them and they aren't confident speaking English when they see foreigners. There can also be the case where their Chinese abilities suffer to the point that they won't be able to do math problems in Chinese in the third grade.
The Childcare Policy Alliance says kindergartens can offer integrated English language teaching by using childcare givers with foreign language abilities. It says the ministry's amendments are aggravating the situation by allowing schools to openly carry out subject teaching. It urges a return to equal rights to education.

幼兒階段不應讓英語獨占,但教育部近期研擬,刪除幼照實施準則幼兒園不得採全日、半日或分科的外語教學,改為不得進行以精熟為目的之讀、寫、算教學,引起不小反彈。輔大副教授石易平曾訪談國小學童家庭發現,學齡前強迫英文學習,人際和互動都受限。
輔仁大學社會學系副教授 石易平表示:「因為在全美語幼稚園,一說國語,就會被打。所以在家裡,看到金頭髮的小孩的人,就會低頭的小女孩,或者是因為缺乏練習中文的機會,到了小學三年級,他不懂數學應用題。」
托育政策催生聯盟指出,幼兒園可由具外語能力的教保員,進行融入式英語教學,但教育部以外界會誤解禁學外語,就預告修正草案,刪除條文,將任由園所明目張進行分科教學,形同火上加油,選在預告期滿前疾呼政府,還給孩子平等的受教權。
