Animated Film Draws Controversy|兩岸合拍動畫電影"中山魂" 入圍本屆金馬獎

"Dr. Sun" is the first animated film with a historical subject matter to be produced via a cross-strait collaboration. It has been nominated in the Best Animation Feature category in this year's Golden Horse Awards. It has been accused of promoting the united front, and has also drawn controversy after it was listed as being from "Taiwan."

"Dr. Sun," a film that took a decade to complete, has been nominated in the Best Animation Feature category in this year's Golden Horse Film Festival and Awards. Preparations began in 2011, and it is the first animated film with a historical subject matter to be produced through a cross-strait effort. According to its official website, investors include Taiwan's Well Sun Media and China's Jiangsu Broadcasting Corporation and China Film Group Corporation. However, the Golden Horse Film Festival and Awards' website lists the film as being produced in "Taiwan" without mentioning any Chinese investment.

The Golden Horse Film Festival and Awards' executive committee explained to the media that "Dr. Sun" was originally registered by a Taiwanese production company without mention of Chinese production companies. It said it wasn't trying to hide anything. It also said any Chinese-language film that meets competition requirements, regardless of whether it is from Taiwan, Hong Kong, China, Singapore, or Malaysia, can enter the competition. The film's official website indicates that the production team is made of Taiwanese people. It received funding from China, Taiwan, Hong Kong, and Macau. It received a loan from the National Development Fund's Implementation Program for Strengthening Investment in Cultural and Creative Industries in 2011, and a digital innovation subsidy from the Industrial Development Bureau. It also received investment from entities in China and Hong Kong. In 2016, it was listed by the Publicity Department of the Central Committee of the Chinese Communist Party as an important film to promote. The chairperson of Well Sun Media previously told the media that the objective behind "Dr. Sun" was to produce a story about a "Chinese person who changed the world." The film's possible propagandist content, however, has once again caused the upcoming Golden Horse Awards to be overshadowed by political controversy.

「中山魂」入圍今年金馬獎「最佳動畫長片」，耗時十年製作、從2011年就開始籌劃，為兩岸首部歷史題材合拍動畫片。官網顯示出資者包含台灣的「中華中山國際文化傳媒有限公司」、中國的「江蘇省廣播電視集團」、「中國電影集團」等等，不過，金馬影展官網顯示的輸出地，僅標註為台灣，未顯示中資，遭到外界質疑。

文化部長 李永得表示：「金馬獎有個執委會，所以我們完全尊重，執委會專業上的評選，專業上的運作。其實這是一個慣例，執委會大部分，也是電影界的人，所以他們自有他們的考量。」

金馬執委會也向平面媒體澄清，「中山魂」當初是台灣的製片公司報名，未以中國電影名義報名，所以不是要刻意隱瞞，而且不論台灣、香港、中國、星馬等華語電影，只要符合參賽規章，都可以報名金馬獎。依據中山魂的官網顯示，動畫片的製作團隊為台灣人，而在領取獎補助，則涵蓋兩岸三地，2011年，從馬英九政府時代的建國百年文創貸款、工業局數位創新補助，到中國南京文廣新局、香港數位平台、中國科技部火炬盃，都有資金挹注。不過，也在2016年，被排入簡稱「中宣部」的中共中央宣傳部重點推廣影片片單。而台灣的中華中山傳媒公司董事長馮國華，曾對媒體表示，「中山魂」是想拍出一個「改變世界的中國人」故事，該片是否有政治宣傳的意味？在金馬獎頒獎典禮倒數前，意外引發討論。
