The Control Yuan nominee list continues to stir controversy. Nominee Lai Cheng-chang has been cited multiple times for multiple illegal additions to his home, including a third floor and a private elevator. Lai claims the illegal additions have all been removed already.
This three-story home in Beitou stands out from the rest of the neighborhood. The owner, Control Yuan nominee and former lawmaker Lai Cheng-chang, has been reported time and time again for illegal additions to his property. Facing criticism over his blatant disregard for the law, Lai says he is innocent and hasn't built any illegal additions.
The pipes and pipe network had to be repaired, so we hired a civil contractor and then some illegal additions happened. I can't deny the reality of the illegality of these additions. The construction management office will be coming to tear down (the additions), and we are readily willing to accept this.
Four illegal additions to his home have been reported so far. Lai says his villa is 37 years old and pipes needed to be repaired after he moved in. Lai blamed the contractor for the illegal additions. Authorities investigated the first two illegal additions on Mar. 23, 2006, and removed the additions less than two weeks later. However, Lai simply rebuilt another illegal addition on the third floor and was reported again. The fourth case involves an illegal elevator behind the villa. The Taipei City Construction Management Office will be tearing it down on July 22.
Because (my mother) was so very old and had mobility issues, we desperately needed to build an elevator. The laws at the time were, quite honestly, so strict. Because of how strict the laws were, our elevator permit was not approved.
Lai says he was forced to build the elevator because he had two elderly parents to take care of and applied for a permit from the city, and then had no choice but to build the elevator illegally because the permit was denied. He now says he respects the government's decision and is willing to cooperate with the removal so he can wash his hands of the mess as soon as possible.
這棟3層樓高的白色鐵皮建築,座落在台北市北投的住宅區,外牆有不少生鏽跡象,相較於其他民宅,顯得相當突兀,這是監委被提名人,前立委賴振昌私人住宅的電梯,住宅被踢爆多次違建,包括3樓的頂加違建,以及私自加蓋電梯,對於外界質疑他屢拆屢建的誇張行徑,賴振昌喊冤,否認有違建情形。
監委被提名人 賴振昌表示:「水管、管路,這些在整理房子在做一個(整修),所以我們就委託土木包商,就有一些違章的部分發生。那這個部分的話,既然違章的話,是一個事實,我們也就很欣然地接受了,那個建管單位他們就來拆除。」
賴振昌的住宅被檢舉有4處違建,他表示,屋齡37年的別墅,購入後由於管線需要維修,才找來水電工修繕,但業者維修過程涉及違章情形,因此被舉報三樓頂違建,前兩案都在2006年3月23號查報,同年4月4號拆除結案,不過,第三案依舊查報是三樓頂違建,第四案則是一樓後違建,私自加蓋電梯,北市建管處排定下月22號強制排除。
監委被提名人 賴振昌表示:「那因為她(母親)年紀大,那行動也不方便,所以我們就比較緊急的需要,對於做一個電梯,當時的法規,說實在比較嚴格,然後這個比較嚴格,所以我們電梯的申請,就沒有獲得核准。」
賴振昌解釋,當時為了照顧年邁雙親,才在私人土地加蓋電梯,也向北市府申請許可,礙於法規嚴謹,一直沒通過,坦承裝設電梯不合法,現在部分住宅面臨拆除危機,賴振昌尊重行政單位處理,願意配合拆除,希望讓住宅爭議儘早落幕。
