The amendment to the Laws and Regulations Regarding Hong Kong and Macao Affairs has passed first reading, in the hope to provide a more concrete solution for Hong Kong citizens who plan to seek asylum in Taiwan. Lawmakers said the Laws may no longer apply to Hong Kong if the Chinese government changes its status quo by passing the National Security Act. In that case, a special refugee law could be drafted as President Tsai Ing-wen has voiced support for the people of Hong Kong.
China is seeking to change the status quo in Hong Kong with new legislation, and Hong Kong residents are up in arms. President Tsai Ing-wen posted on Facebook that Taiwan is a partner of all democratic camps and all the camps stand with Hong Kong. Tsai went on to say if the situation changes in Hong Kong, Taiwan's Laws and Regulations Regarding Hong Kong and Macao Affairs can be revoked. She also said she would monitor the situation closely and implement necessary response measures at appropriate times.
If China passes the Hong Kong National Security Act, it would mean China broke its promise of "one country, two systems" to Hong Kong. (This would mean the start of "one country, one system.") Yes. It is moving in that direction.
Taiwan's National Security Council says if China passes the Hong Kong National Security Law, it would break China's promise of "one country, two systems" to Hong Kong. Both ruling and opposition lawmakers in Taiwan, in particular Kuomintang lawmakers, are calling on the government to support Hong Kong through concrete action.
The government can do much, much more than opposition parties. Article 18 (of the Laws and Regulations Regarding Hong Kong and Macao Affairs) gives the government the legal support it needs. There is no need to revoke the laws that are in place.
The first reading for revisions to Article 18 of the Laws and Regulations Regarding Hong Kong and Macao Affairs has already been completed. The changes make it clearer how Hong Kong citizens can seek asylum in Taiwan.

If Hong Kong has lost its autonomy, of course we can consider abolishing the Laws and Regulations Regarding Hong Kong and Macao Affairs, partially or wholly. However, this should be the last resort.
If the law is revoked, Hong Kong relations would once again be governed by the Act Governing Relations between the People of the Taiwan Area and the Mainland Area. This means Hong Kong citizens would no longer get preferential investment treatment. Minority parties in the legislature are vowing to revise refugee laws next.
