PRC National People's Congress Opens|中國人大開幕 因疫情不提經濟成長目標

The third session of 13th National People's Congress opened on May 22. PRC Premier Li Keqiang said economic growth is not a goal this year due to the worldwide pandemic. While Li did not mention the national defense budget in his speech, PRC media is reporting additional spending of 6.6 percent this year. As for Taiwan, Li reiterated China's opposition to Taiwan independence and promotion of reunification. He did not mention the 1992 Consensus. A review of the Hong Kong national security bill is on the Congress agenda. Li maintained a fundamental "one country, two systems" approach towards Hong Kong.


The third session of the 13th National People's Congress opened on May 22. In his working report, PRC Premier Li Keqiang said economic growth is not a goal this year.

We are not setting a GDP growth target primarily because of the global pandemic and economic uncertainties. This will help our efforts to maintain security in the six areas in order to ensure stability on the six fronts.

Li also said the PRC's Taiwan policy remains in place. He did not mention the 1992 Consensus.

China will resolutely oppose and deter any separatist activities seeking Taiwan independence while improving institutional arrangements, policies and measures to encourage cross-strait exchanges and cooperation; deepening cross-strait integrated development; and protecting the well-being of Taiwan compatriots.

A review of the Hong Kong national security bill is on the Congress agenda. Li maintained a fundamental "one country, two systems" approach towards Hong Kong.

China will fully and faithfully implement the "one country, two systems" policy in Hong Kong and Macau, under which the people of Hong Kong govern Hong Kong and the people of Macao govern Macao, with a high degree of autonomy for both regions. China will establish sound, legal systems to defend national security in these two special administrative regions.

Li's report was 9,500 characters long, making it the shortest one in the 40 years since China's open-market economic reform. The report made no mention of adjustments to military spending but Chinese media reports say the national defense budget will go up 6.6 percent to roughly NT$5.4 trillion.



中國第13屆全國人大第三次會議，22號上午在中國人民大會堂召開，中國國務院總理李克強發表政府工作報告，在經濟面臨GDP保衛戰，但李克強說今年不提GDP成長目標。

中國國務院總理 李克強表示：「我們沒有提出全年經濟增速距級，主要是因為全球疫情和經貿形勢，不確定性很大，這樣做，有利於引導各方面，集中精力抓「六穩六保」。」

至於港澳台部分，李克強提及台灣時，強調「要堅持對台工作大政方針」，值得注意的是，和21號的全國政協工作報告，都沒提到「九二共識」。

中國國務院總理 李克強表示：「堅決反對和遏制台獨分裂行徑，完善促進兩岸合作交流，深化兩岸融合發展，保障兩岸同胞福祉的制度安排，和政策措施。團結廣大台灣同胞，共同反對台獨，促進統一。」

針對港澳政策部分，這次人大會議也排審「香港版國安法」，也就是備受關注的「全國人民代表大會，關於建立健全香港特別行政區，維護國家安全的法律制度和執行機制的決定草案」。李克強談及香港，和21號政協會議的論調口徑一致，鎖定一國兩制的基本方向。

中國國務院總理 李克強表示：「我們要全面準確貫徹一國兩制、港人治港、澳人治澳，高度自治的方針，建立健全特別行政區，維護國家安全的法律制度實行機制，落實特區政府的限制責任。」

李克強這次的工作報告，全文只有約9500字左右，是中國改革開放40年來最短的一次。而各界關注，是否上調軍費預算，李克強雖未在口頭報告中提及，但根據中國媒體報導，預計調漲國防預算6.6%，總國防預算達到約5.4兆新台幣的規模。
