Ling Yu-shih is a Republic of China citizen who is also a committee member of China's Chinese People's Political Consultative Conference. Recently, during a committee meeting, she expressed her support for reunification. In response, the Mainland Affairs Council said R.O.C. nationals cannot serve on Chinese political institutions and Ling has violated the Act Governing Relations between the People of the Taiwan Area and the Mainland Area and it will seek to levy a fine of up to NT$ 500,000.
Today, an ordinary girl from Taiwan and a guest in Hong Kong has been able to experience the one country, two systems principle in practice and contribute to the magnificent landscape of reunification of the two sides.
During a recent meeting of China's Chinese People's Political Consultative Conference, committee member Ling Yu-shih gave a speech, in which she described herself as an ordinary girl from Taiwan. She also said the Chinese government is the sole legitimate government of China, and reunification is imminent. Her pro-reunification speech stirred up debate in Taiwan. Previously, a Republic of China citizen named Lu Li-an had served as a representative of the Communist Party of China. To date, eight village chiefs from Taiwan have served as executive directors of the Chinese Village Committee, which was also controversial. The Mainland Affairs Council says anyone who becomes a member of a Chinese political organization is in violation of the provisions of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area.
The Chinese People's Political Consultative Conference is an institution under the Chinese constitution, and is very different from our current Republic of China organizations. She has clearly violated laws by serving in this position. The related provisions of the Act Governing Relations between the People of the Taiwan Area and the Mainland Area allow for a fine of between NT$ 100,000 and NT$ 500,000.
The Ministry of the Interior is investigating whether Ling holds a People's Republic of China passport or whether she has become a citizen. Ling's Republic of China household registration will be revoked if she is found to have a Chinese passport or citizenship. This means she will no longer be covered by the National Health Insurance system.
We are investigating. If she has a Chinese passport or became a citizen, then she has violated the Act Governing Relations between the People of the Taiwan Area and the Mainland Area and we are allowed to revoke her citizenship.
The Ministry of the Interior says Ling can be fined up to NT$ 500,000 if the reports are true. The Mainland Affairs Council added that the use of Cultural Revolution-style propaganda tactics and promoting the one country, two systems policy only separate the two sides further and the Taiwan people will not accept this.

中國政協會議上,自稱「平凡台灣女孩」的政協委員凌友詩,以高亢的語調發言,強調中華人民共和國政府,是中國的唯一合法政府,兩岸統一指日可待,促統的言論,引發熱議。不只凌友詩,像是台籍的盧麗安,先前擔任中共黨代表,到日前台灣8名村里長,擔任中國村委會的執行主任,都充滿爭議。對此,陸委會強調,只要成為中國政治性機構的成員,都違反兩岸條例規定。
陸委會副主委 邱垂正表示:「政協是中共憲法的機關,與我們中華民國現行的體制,大相逕庭,他擔任這個職務,就明顯違反了我們兩岸條例相關的規定,將處10萬元以上、50萬元以下的罰鍰。」
對於凌友詩是否領有中國護照,或是設籍,將由內政部進行清查,一旦屬實,將依法取消她的台灣戶籍,也將喪失健保資格。
內政部次長 陳宗彥表示:「我們在查證中,因為她如果有中國的護照,或是在中國入籍,那就會違反兩岸條例,就可以除籍。」
內政部強調,如果查證屬實,將依法最重開罰50萬元。陸委會也重申,中國文革式的樣板宣傳,極盡所能的宣揚一國兩制,只是把兩岸的距離越拉越大,[畫面翻攝自網路in]台灣民眾也無法接受。
