Indigenous groups once again take to the streets. On Sunday afternoon, demonstrators returned to Ketagalan Boulevard in protest. They were upset that the government is still largely unable to handle controversy that surrounds the official designation of traditional indigenous areas.
As they formed the words "no one can ignore the issue" seen from overhead, the protest site played a recording of President Tsai Ing-wen's apology to Taiwan's indigenous people last August. Indigenous groups returned to the front of the Presidential Office building on the afternoon of July 2, protesting the Indigenous Historical Justice and Transitional Justice Committee for not including the controversial guidelines for designating traditional indigenous areas on its agenda for its recent meeting. They said that the President's designated platform for transitional justice is still ineffectual.

We have been here (the Presidential Palace) for 130 days. We have been through two meetings of the Committee, and we feel that the flaws of this executive order are not important to the Presidential Office.
Indigenous groups said that the committee was supposed to discover the truth of how indigenous rights were harmed by foreign governments, as well as return those rights, but that the committee has so far failed in engaging with relevant issues. The committee has no legal basis, budget, or investigative powers, and committee members all have other duties that leave them no time to investigate.

The DPP's (proposed) transitional justice act does not include the injustices done to indigenous peoples over the past 400 years. But (Tsai's) apology mentions the 400 years of injustices, but she won't handle it in the same way.
The Council of Indigenous Peoples said that the President wants to keep indigenous transitional justice work within the confines of current law, so that the work must proceed in phases. The issue of traditional areas currently owned by private citizens will need to be discussed in future legislative sessions, in order to build consensus among the various sectors of society.

日前原轉會的第二次會議,沒有將飽受爭議的傳統領域劃設辦法排入議程,今天下午原住民團體重回凱道,並在現場排上「沒有人是局外人」的大字,要向蔡英文總統表達,原轉會不積極處理傳統領域問題的不滿。
將一張張紅色塑膠椅排成「沒有人是局外人」巨型字樣,現場同時重複播放總統蔡英文,去年8月向原住民族道歉的錄音。原民團體下午重返凱道,要來抗議日前原住民族歷史正義與轉型正義委員會的第二次會議,沒有將飽受爭議的傳統領域劃設辦法排入議程,質疑作為小英總統為一認可的轉型正義平台,卻還是原地空轉。

原民團體表示,原轉會的功能是要釐清原住民族權利受外來政權侵害的真相,同時回復這些權利,但是原轉會至今完全沒有處理相關議題,尤其原轉會沒有法源、預算、調查權,而且每個委員都有其他工作,根本沒有多餘的時間去做相關調查。

原民會表示,總統已明確指出要考量法律授權明確性,將分階段處理。包括有關傳統領域所涉私有地的問題,未來將在原住民族土地及海域法中充分討論,凝聚各界共識。
