NTU EXPELS STUDENT AFTER HE KILLS SECOND CAT|連續殺貓 台大僑生陳皓揚遭退學處分

National Taiwan University announced yesterday that it has decided to expel one of its students, Chan Ho-Yeung, because of his abuse and killing of cats, and the school urged Chan to seek psychiatric treatment.
Last year, National Taiwan University student Chan Ho-Yeung killed a popular feral cat known as "Big Orange" and was charged with violating the Animal Protection Act. Earlier this month, he killed another cat called "Ban Ban", owned by a vegetarian restaurant. He beat the cat to death. Since Chan was found guilty by the court, NTU made a decision to expel him from university.

If any student is found guilty by a court, or if their criminal conduct is verified by the university, the student can be expelled. Therefore, NTU's Student Disciplinary Committee decided to expel Chan from university. We hereby express our regret again over the cat killing.

It could have been anybody who did that, but when it is a student from NTU, the public focuses more closely on the incident. As an NTU student, we hold ourselves to a higher standard. Therefore, I believe the university's punishment of Chan is reasonable.
NTU said that over the past 8 months, they have arranged 11 psychological counseling sessions for Chan. They were surprised that Chan killed a second cat since he performed well during counseling. Chan is a student from Macau, and he is now restricted from leaving Taiwan. Psychiatrists said that repeated offenders have difficulties recovering, if they do not receive proper treatment.

Once made into a habit, it is difficult for repeated offenders to restart from a clean slate. It requires longer time, one year to two years or so, for them to recover. They need to be forced to receive a long-term psychiatric treatment because they won't be willing to do so themselves.
Psychiatrists said that the impulse of animal abuse has something to do with the abuser's physical constitution, received pressures, and environment. Besides requiring Chan to receive long-term psychiatric treatment, understanding Chan's motive of killing cats is equally important.

台大表示,過去八個月,已經對陳皓揚作了11次的心理諮商,陳同學都很配合,對他再度虐貓感到很訝異。目前陳皓揚被限制出境,退學後,將由家人照應生活,精神科醫生則擔憂,累犯會增加治療困難度,患者如果不好好就診,就很難痊癒。

要回到最初的原點是很困難的
所以這樣的累犯
通常要花比較長的時間
可能一年 兩年都跑不掉的時間
所以還要加上 被強制的這個動作
才有辦法讓他願意配合長期的治療
醫師表示,會造成衝動虐待行為,可能和體質、環境跟壓力有關,除了了解背後原因,還要有法律介入,強制犯人配合長期治療,才能夠成功治癒。
