During the financial forum yesterday, President Tsai also noted that her government has initiated the "New Southbound" policy to further deepen Taiwan's economic connections with the Association of Southeast Asian Nations and South Asian countries. Last week, I had the chance to sit down with the world's largest supplier of mobile chips, Qualcomm, their Sr. VP and President of Asia Pacific and India, Jim Cathey, while he was attending Commonwealth economic forum in Taiwan. Regarding to the new government's New Southbound policy, future cooperation with the government and Taiwanese technology companies or even the future directions of 5G, here's a look at what he has to say

It's really our pleasure to have you here today. As you just told me, you were in Taiwan for 5 years, what does it feel to be back again?
==JIM CATHEY, President of Asia Pacific and India, Qualcomm==
Good morning. I've lived here for 5 years, coming back it's like coming home for me. I've never stopped thinking about how wonderful the people are, it's a great country. The speed which the business is done in Taiwan, I miss that too.
==STELLA TU, Good Morning Taiwan Host==
Speaking of business, since China accounted for 53% of the global revenue for Qualcomm. As China market becomes saturated, Qualcomm actually decided to invest up to US $150 million in India, why? What's the strategic plan to that?
==JIM CATHEY, President of Asia Pacific and India, Qualcomm==
You mentioned India first, absolutely. It's not common knowledge that our largest engineering base outside of the United States is also in India. We also spend a lot of time with the infrastructure and the carriers and all the brands that are either local brands within India or brands that are coming to India, for example Asus.
==STELLA TU, Good Morning Taiwan Host==
Taiwanese companies are always seeking opportunities to boost their market share in India as well, do you have any suggestions for other Taiwanese companies looking into that market as well?
==JIM CATHEY, President of Asia Pacific and India, Qualcomm==
Taiwan has a very strong component base, you have the IC industry, you have the display industry, and you have the battery technologies. In addition to that something Taiwan has it's not commonly found is the tremendous systems engineering. That gives Taiwan the ability to actually infiltrate Southeast Asia and India, not just on the core smart phone business but the markets that are created outside of that, for example The Internet of Things (IOT)
==STELLA TU, Good Morning Taiwan Host==
The "New Southbound Policy", what do you have to say about that and do you have any suggestions for the new government?
==JIM CATHEY, President of Asia Pacific and India, Qualcomm==
Migrating towards the south and having the Taiwanese companies head that direction it's ideal. It's the right timing. 4G for example, it's accessible and it's affordable it's there, and that creates big opportunities that Taiwan is already very good at. That also creates an opportunity which starts to migrate towards 5G.
==STELLA TU, Good Morning Taiwan Host==
When will consumers expect 5G and what's the main difference?
==JIM CATHEY, President of Asia Pacific and India, Qualcomm==
Kind of a general rule of thumb is by the year 2020, 5G will start to migrate into some countries. We are working on programs right now both with Industry here in Taiwan and also government sectors like ITRI for example to collaborate on 5G what that means for Taiwan. When you're watching video on your phone, with 4G you might experience some latency of pause in the video for example, with 5G with the IP protocol, that's actually greatly reduced. And some cases for the most part, are eliminated. But I want you to think about just a few years of having 20, 30, 40 devices around you at one time, that are all connected to the internet. That's possible with greater bandwidth and throughput speed and course latency as well.
==STELLA TU, Good Morning Taiwan Host==
Possibility of future cooperation with Qualcomm and Taiwanese technology companies or maybe even the new government?
==JIM CATHEY, President of Asia Pacific and India, Qualcomm==
I think you'll see multiple programs that we're developing right now. And I think over the next couple of months you'll see us talk more about that. But you're going to see it in a way I think it's going to expansive public program related to IoT that can actually be developed here in Taiwan and also used in the developing regions, even in the developing countries. Qualcomm is not new to Taiwan, we have been here for number of years and so we have some great relationships. A big part of our supply chain is here with TSMC for example, I would think we're in a good spot to help Taiwan and move through those developing markets, thank you.
