Tapped by Pres. Tsai 5th Time, TSMC Founder as APEC Envoy APEC峰會11/18泰國登場 蔡五度指派張忠謀

The 2022 APEC Economic Leaders Meeting will be held in Thailand this November. For the fifth time, president Tsai Ing-wen again named TSMC founder Morris Chang as Taiwan's representative.

The 2022 APEC Economic Leaders Meeting is scheduled to take place in Bangkok, Thailand on Nov. 18. This is the first time in three years since APEC held a physical meeting. President Tsai Ing-wen appointed TSMC founder Morris Chang to represent the nation for the fifth time, as the global focus is currently on semiconductors. President Tsai emphasized that Chang's role is irreplaceable, and said the delegation will express our country's three positions.

Tsai Ing-wen, President: “We will make countries pay more attention to Taiwan in the global industrial supply chain. Especially our semiconductor industry, which has a key worldwide influence. At the same time, we are also willing to cooperate with regional partners.”

This is also the sixth time Chang will participate in APEC on behalf of Taiwan. His previous five attendances were all appointed by President Tsai. Chang joked that the first few times were video conferences, and this is his first actual live meeting after 2018. He will accept his appointment this time and will convey Taiwan's position in various meetings at APEC to seek support.

Taiwan's delegation includes three business representatives. Kung Ming-hsin, Minister of the National Development Council, and Deng Chen-chung, Minister without Portfolio, will participate in the double-ministerial meeting. At present, the competition between the United States and China is fierce and TSMC has attracted more international attention as a result. Thus, Chang's trip is more important than ever.

2022年APEC經濟領袖會議，11月18日將在泰國曼谷登場。這是睽違3年，APEC再度舉行實體會議，總統蔡英文第5度指派台積電創辦人張忠謀擔任領袖代表，在全球關注半導體的關鍵時刻，蔡英文強調張忠謀的角色無可取代，並交付代表團要表達我國的3項立場。

蔡英文表示：「我們要讓各國更加的重視台灣在全球產業供應鏈，尤其是半導體產業所具備的關鍵影響力，同時我們也願意和區域夥伴合作。」

這也是張忠謀第6度代表參加APEC，其中5次都是由蔡英文指派。張忠謀也打趣表示，前幾次都是視訊，這是他繼2018年後再度實際參加，這次接受任命，也會在各種會議中傳達台灣的立場，尋求支持。

APEC領袖代表張忠謀說：「台灣要跟可信任的夥伴，建立安全又富有韌性的供應鏈。」

這次代表團包括3位企業代表，國發會主委龔明鑫及行政院政務委員鄧振中則會參加雙部長會議。目前美中激烈競爭，台積電更多次被國際關注，張忠謀此行更顯重要。
