Chang An-le Speaks About "Green" to "Red" Conversions 張安樂上中國節目 曝吸收台灣青年"綠轉紅"

China Unification Promotion Party President Chang An-le spoke about converting young Taiwanese people from "green" to "red" during a recent interview in China. Some people in Taiwan were not happy, and called for the party to be dissolved for violations of the Political Parties Act.
China Unification Promotion Party President Chang An-le recently sat down for an interview with China National Radio host Zhang Bin. He spoke about recruiting young people in central and southern Taiwan and converting them from "green" to "red." He also said the pursuit of Taiwanese independence will only result in a forceful takeover.
Our goal is to establish red troops to promote peaceful reunification and "rise up" to avert a forceful reunification.

Chang showed a party vest with the "rise up to avoid becoming cannon fodder" slogan printed on it. He also said loving Taiwan means willing to die for Taiwan. Several legislators were not happy with Chang's statements and called for investigations.
We need to take substantial action since he's bold enough to say those things. This is the only way we can punish him to serve as an example to others and prevent this type of behavior.
He clearly violated the national security laws that we have in Taiwan, so related entities all need to launch investigations.
Chang is the president of the China Unification Promotion Party, and the party has local chapters and is involved in grassroots politics. Some people believe he violated the Political Parties Act with his statements and the party should therefore be dissolved. The Ministry of the Interior says further investigation is needed.
He's not the China Unification Promotion Party's current chairperson. The chairperson is someone surnamed He. We of course will go and look for evidence that he broke the law.
The section on treason and colluding with foreign states to subject territory of the Republic of China to another state in the Criminal Code is very clear. What Chang An-le said is perhaps closer to something along the lines of he's still preparing, he's still making preparations. The preparations themselves are punishable by an imprisonment of three to 10 years.
One lawyer said Chang's comments on "rising up" are treason. However, the Anti-Infiltration Act is only applicable during election periods. The lawyer supports amending the law to more explicitly defend against hostile foreign influences hiding in Taiwan.

中華統一促進黨總裁 張安樂表示：「我們目的是成立、發展一個紅色隊伍，宣揚一個和平統一。（若有）武力統一時候，怎麼辦？現在宣揚陣前起義。」
拿出統促黨的背心，上面印著陣前起義，不做砲灰八個大字，還振振有詞的提及他曾立下生死狀，說敢為台灣死，才是愛台灣，但這番言論，讓立委陳亭妃和林昶佐紛紛要求檢調動起來。
民進黨立委 陳亭妃表示：「既然他敢講，我們就應該要有實質的動作，這樣才能殺雞儆猴，做一個遏止的動作。」
無黨籍立委 林昶佐表示：「他應該是很明顯，涉及違反我們台灣相關的國安法令。所以我們不管是檢調，或是國安單位，應該都要啟動調查。」
由於張安樂與中華統一促進黨關係密切，而統促黨藉由地方黨部，深入地方基層，張安樂滲透紅色思想的言行，讓統促黨的爭議再添一樁，是否有違政黨法，該被解散，內政部還要再查。
內政部次長 陳宗彥表示：「統促黨，現在的黨主席，不是他，是一位何姓的黨主席。是不是會構成(違法)？這個我們當然會去做蒐證。」
律師 黃帝穎表示：「其實就是我們刑法外患罪章裡面，通謀喪失領域罪，非常清楚的一個樣態。張安樂所講的，可能比較接近，他還在準備，他在預備，所以在預備的要件上，已經該當刑責上面，是三年以上、十年以下有期徒刑。」
針對張安樂提出陣前起義的說法，律師黃帝穎指出，已經觸及外患罪，而反滲透法，目前僅能規範在選舉期間，黃帝穎也支持研議修法，以更明確防犯境外敵對勢力，潛伏在台灣。
