CROSS-STRAIT AGREEMENT MONITORING BILL REVIEW|立院排審兩岸監督條例 藍綠動員應戰

On the third anniversary of the Sunflower Movement, six different versions of the cross-strait agreement monitoring bill have been placed on the agenda at the legislature. Of the six bills, one proposed by the NPP defines the cross-strait relationship as an international one. The Mainland Affairs Council, however, doesn't seem to agree. The Internal Administration Committee of the Legislative Yuan has begun the review of competing draft cross-strait agreement monitoring bills. Both major parties are whipping their legislators for the debate. There are currently six versions under review; the draft from the New Power Party caucus defines the Taiwan-China relationship as an international relationship in its title, which the Mainland Affairs Council says it is not in favor of. ==CHANG HSIAO-YUEH Minister, Mainland Affairs Council== Our definition of the cross-strait relationship is just that, a "cross-strait" relationship. This monitoring bill will specify the rules regulating future agreements signed between the two sides. So as for the title of the NPP version, we in the MAC are not in favor. Chang said that the government is supportive of cross-strait agreements. However, progress on the monitoring bill has stalled in the three years since the Sunflower Movement. With the caucuses divided on how to proceed with the review, discussion on procedural matters has begun. The NPP proposed joint deliberation, which was opposed by the KMT caucus. ==HSU YONG-MING NPP Caucus Convener== In the review of the monitoring bill, is the China factor not important? In our review, is the international dimension not a consideration? The NPP does not like to ignore reality. We all know these are issues, so why not include them? ==LIN WEI-CHOU Dep. Chief Secretary, KMT Caucus== When the tide goes out you can tell who is skinny dipping. (The DPP) said that they wanted speedy and comprehensive legislative monitoring, but now when we've finally put the review on the agenda they're hiding and stalling. The KMT slammed the DPP for what they said was a lukewarm attitude, and the People First Party also accused the NPP and DPP of collusion. ==CHEN YI-CHIEH PFP Legislator== One of them is saying that there's no rush, and the other is trying to drag down the proceedings with a technicality. In our view, they're working together so they could pretend to be doing something. ==KER CHIEN-MING DPP Caucus Convener== Convener Tseng Ming-tsung is taking advantage of the situation to foment conflict. He has no consideration of the country's strategic position, and he is aiming to start a fight on the pan-green side. The monitoring bill is by no means the most important or most urgent priority for the legislature. Ker accused the KMT of diverting attention away from more important issues. With no agreement between the sides, there is still no progress on the bill.
