Construction on the NT$5.4 billion Taipei Performing Arts Center has been halted. Originally it was scheduled to be completed by the end of the year but the construction has dragged past schedule because of bureaucracy and it was reported that the contractor, IEC, had gone bankrupt yesterday due to this. The Taipei Metro company has already paid out some NT$2.36 billion and downstream contractors have not been paid a penny. Taipei City Mayor Ko Wen-je promised not to let it become the second Taipei Dome. Sited next to Jiantan MRT station, the NT$5.4 billion Taipei Performing Arts Center contracted to IEC is seriously behind schedule and on Nov. 11 it was announced that it had gone bankrupt. None of the downstream contractors who have finished their work have yet been paid. ==Taiduo Co. Chair LEE CHIH-CHIEH== We undertook this work for over two years and we have not had a single penny in payment from IEC. We have sought payment for our additional engineering work and we worked hard, but today we were suddenly told they were bankrupt. ==WANG WEI-CHUNG DPP Taipei City councilor== The work on the Taipei Performing Arts center has already been delayed three times, if IEC does not become bankrupt when we calculate the work it will be fined as they have delayed it. Initially, the budget for the entire case, the building plus its surrounding hardware and software facilities, was NT$4.8 billion. In 2013 IEC requested an additional NT$600 million budget, a total of NT$5.4 billion. This year it was reported that the company was bankrupt, and it was initially estimated that IEC had got away with NT$2.36 billion. On Nov. 11, IEC sent out a public announcement saying that the company could not balance its payments, and the construction method was very difficult, so the company was closing down. ==Taipei City Mayor KO WEN-JE== This time it is all because of the contractors' financial problems, there is laziness or wrongdoing we had prior knowledge of their financial problem, but we had no way to intervene. Ko said that the three deputy mayors and the Taipei Metro company had formed a team to make improvements and they would find another contractor to finish the work quickly. They had noticed IEC's financial troubles before so had taken measures to protect the City Governments' interests. He promised that it would not become the second Taipei Dome. TRANSLATED BY:CLARE LEAR 斥資54億打造的台北藝術中心,原訂年底驗收完工,但工程延宕,昨天傳出承包工程的廠商「理成營造」,宣布破產倒閉,捷運局已經支付23.6億的款項,下游廠商一毛錢也沒拿到,市長柯文哲則保證,不會讓北藝變成第二個大巨蛋。 位在捷運劍潭站旁,斥資54億打造的台北藝術中心,原本預計年底完工,但承包商理成營造一延再延,進度嚴重落後,昨天無預警傳出倒閉的消息。而目前下游廠商已完成追加工程,卻一毛錢也沒拿到。 ==台多公司總經理 李致傑== 台多公司承攬這個工作 兩年多以來 我們公司 沒有跟理成公司請過一毛錢 追加工程的部分 要開始申請追加的動作 可是到昨天台多公司還在努力 今天眼睛一睜開 他們已經倒閉了 ==民進黨台北市議員 王威中== 北藝中心的工程 過去展延了3次 如果理成營造撐著不倒閉 最後我們在結算這個工程的時候 他也會因為延宕多時 而被台北市政府罰到倒閉 整個北藝中心的案子,建築本體加上周邊軟硬體設施,當初編列了48億預算。而2013年理成營造要求追加6億預算,總計54億。今年公司傳出倒閉,初估理成至少已經領走23.6億。而理成營造昨天寄出了公開信,內容提到,因為公司收支無法平衡,在加上施工工法難度很高,屢屢遭到刁難,所以公司最終只能黯然結束。 ==台北市長 柯文哲== 這次純粹是廠商財務問題 並不是市政府這邊 有怠惰或是不法行為 事先知道 財務調度有問題 但是我們沒有辦法去介入 面對承包廠商破產,柯文哲表示,目前由三個副市長和捷運工程局,組成專案小組進行善後,短時間內就會找廠商來接手、盡速復工,且事前其實已經有注意到理成的財務狀況,所以有採取措施保障市府權益,並掛保證說,絕對不會讓北藝中心變成第二個大巨蛋。 王柏文 陳立峰 台北報導
