The government has decided to postpone the implementation of a regulation that mandates all workers be given one day off per six working days. The move has been criticized by many as another policy u-turn under the Tsai administration. Even DPP lawmakers took to facebook to express anger over such inconsistency. However, the Executive Yuan stressed that the overall policy direction has not changed and that the delay had been put in place so that the government could better understand the needs of different industries to allow flexibility in the new regulations. Meanwhile, the Taiwan Railway Administration Union has decided to collectively go on leave if their request to reduce working hours by cutting train services remains unanswered.
On July 27 The Executive Yuan decided to postpone the implementation of the six days work, one day off system. This has led to even more controversy. Even Democratic Progressive Party legislators themselves criticized the move, with Chung Kung-chao saying openly on Facebook that the Ministry of Labor twisted legislative intent and interfered in the legislative process. Next Kuan Bi-ling added fuel to the fire by saying that the Ministry of Labor couldn't use the same terms twice when they described the system, there were administrative flaws and a lack of administrative detail in the law.

We also hope before it makes any decision in the future it will communicate better.

The version sent by the Executive Yuan was not in step with the hopes of most workers or those of the DPP
However, the Executive Yuan doesn't accept this criticism, saying that the policy has always been the same, there has been no U-turn and there was no exclusion of transport or the other industries from the six day work, one day off system but merely that the Ministry of Labor would have two months to further understand the needs of certain industries and communicate with them on the issues to see if there was room for flexibility.

For the convenience of the traveling public and social necessity, which is a government policy, we will understand which industries have special requirements for their working arrangements.
Apart from transport, tourism and the media, some other sectors like retail, also have special working requirements such as during annual sales, so there is also discussion around changing the basic labor law to include these. Tong Chen-yuan emphasized that current discussions were only with these three sectors and the Ministry of Labor would clarify details after review and discussion, but there were no plans to further amend the labor law.
