Chang Holds Post-APEC Press Conference 參加APEC領袖峰會後 張忠謀返國說明

During a post-APEC press conference at the Presidential Office, Taiwan's APEC Leaders' Meeting representative Morris Chang said the three talking points President Tsai Ing-wen instructed him to express were all included in his speech and Taiwan achieved a great deal at the event. Chang also talked about his interaction with PRC President Xi Jinping and U.S. Vice President Kamala Harris.

Taiwan's representative to the APEC Leaders' Meeting, Morris Chang, has returned to Taiwan following the close of the meeting on the 19th. He held a press conference at the Presidential Office on the 21st. Chang said President Tsai Ing-wen gave him three talking points to bring up, including ways to achieve fair competition and free markets, which he did when he gave a speech at the event. Chang also said he congratulated PRC President Xi Jinping on a successful 20th National Congress, but that was his personal message to Xi and not a message from Tsai.

The Presidential Office later said it "respects" contact between Morris Chang and Xi Jinping. Chang also had the chance to speak with U.S. Vice President Kamala Harris at the event. Chang told the press Harris is very interested in chips and said the U.S. is very happy about TSMC's new plant in Arizona. He also spoke with representatives from other countries about the "de-Taiwanization" of semiconductors.

Morris Chang, Taiwan's APEC Envoy: “Taiwan has a lot of chips and many people are extremely envious of that. Several countries approached me here at APEC and asked if (TSMC) could set up manufacturing operations in their country.”

Chang also said while TSMC's 5-nanometer plant in Arizona is already the most advanced manufacturing facility in the entire U.S., TSMC is already working with 3-nanometer technology. Chang and his wife will be attending the plant's tool-in ceremony on Dec. 6. TSMC has invited U.S. President Joe Biden to attend, but has not gotten a response as of now. As of now, only the U.S. commerce secretary has RSVP'ed. TSMC has also invited alliance members, including suppliers and customers, to attend.

APEC領袖峰會19日圓滿落幕，台灣領袖代表張忠謀返國後，各界關心他和美國、日本和新加坡的領袖代表雙邊會談的過程，總統府今日舉行返國記者會，張忠謀致詞時，先是強調總統蔡英文指示他的3點，在公平競爭跟自由市場中，為現有很多分歧的意見找出平衡的方法等，他都有透過演講充分表達。不過外界關心他與中國國家主席習近平的互動，他直言，恭喜他20大成功等事情是他自己的意見。

APEC台灣領袖代表張忠謀表示：「總統府的確曾經跟我講，可以假如是有機會，不必避免打招呼。」

總統府表示，尊重張忠謀與習近平的接觸。會議期間，張忠謀也和美國副總統賀錦麗會面，張忠謀強調，賀錦麗對於晶片很有興趣，也提到非常歡迎台積電在亞利桑納州設廠，也回應其他國家對半導體去台化的爭議。

APEC台灣領袖代表張忠謀表示：「台灣有那麼好的晶片，嫉妒的人非常多，這次到APEC，就有好幾個國家對我表示，能不能夠到他們國家去生產。」

張忠謀強調，台積電在美國亞利桑納州設立5奈米廠，是美國國內的最先進製程，但台積電已擁有3奈米製程技術，他12月6日會和太太張淑芬出席美國廠上機典禮，台積電有邀請美國總統拜登，但不知他是否同意出席，可以確定美國商務部長將會出席。此外，還有台積電大聯盟的成員，包括供應商及客戶等也會邀請出席。
