Taiwan Attends COP26 Summit as NGO Observer 我組代表團參加COP26峰會 NGO身分與會

Taiwan's delegation of climate representatives will head to Glasgow UK to participate in the 2021 U.N. COP26 climate conference as an NGO observer. EPA Deputy Minister Shen Chih-hsiu, who's leading the delegation, urged the international community to give Taiwan a fair chance to be included in the global effort to fight against climate change.


Taiwan's climate representatives will once again participate in this year's U.N. climate summit COP26 in Glasgow as NGO observers. Deputy Minister of the Environmental Protection Administration (EPA) Shen Chih-hsiu, who's also leading the delegation, said that Taiwan is currently planning its way to reach the target of net-zero greenhouse gas emissions by 2050. Taiwan is also committed to the fight against climate change and is sincerely asking to be included in the international community to be a part of the global effort.

Shen Chih-hsiu, Head of Taiwan's COP26 Delegation: “I hope the international community would show support for Taiwan's fair and meaningful participation in climate change conferences in the future.”

Without having meaningful participation and joining the United Nations Framework Convention on Climate Change (UNFCCC), climate representatives worry that it would be hard for Taiwan to tackle environmental challenges in a manner consistent with international obligations and commitments. Taiwan's economy is export-oriented. If Taiwan cannot be treated fairly once the EU's proposed Carbon Border Adjustment Mechanism is in place globally, competitiveness would fall for Taiwan industries and there would be an impact on the stability of the international supply chain.

Shen Chih-hsiu, Head of Taiwan's COP26 Delegation: “The implementation of Article 6 of the Paris Agreement will have an impact on the green production of semiconductors if Taiwan remains excluded. There will also be an impact on the international supply chain for high-tech industries. "

Taiwan's climate representatives said that a large, highly developed free-market economy such as Taiwan should not be excluded in the global fight against climate change. There will be no effective solution without global cooperation. Despite facing difficulties, Taiwan will continue to contribute and participate in any way possible to share with the international community its experience and knowledge.  

 

 

 

台灣官方將組成代表團,前往英國格拉斯哥正在舉行的聯合國氣候峰會COP26,依慣例無法以官方身分與會,而是以非政府組織NGO觀察員身分參與,此次代表團團長、環保署副署長沈志修表示,台灣將把2050淨零排放的期程立法,展現與世界接軌決心,希望受到國際社會接納。

COP26代表團團長沈志修表示:「未來也希望全球國際社群,能夠回應台灣,即時公平有意義的參與的機會。」

台灣無法以官方身分,實質參與聯合國氣候變化綱要公約UNFCCC,代表團憂心,恐無法即時掌握與做好相關銜接工作,會造成氣候治理的缺角,尤其台灣是外貿導向的經濟體制,若全球推動碳邊境管制措施,台灣又無法受公平對待,不只弱化國內產業競爭力,也將衝擊國際供應鏈的穩定。

COP26代表團團長沈志修表示:「如果不能夠順利的,連結巴黎協定第六條,不但將影響台灣晶圓產業的,一個綠化與製程的規劃,更將波及高科技產業部署策略中的,國際產業供應鏈的穩定狀態。」


代表團指出,對抗氣候變遷的衝擊,應是全球一體的工作,缺少任何國家都是不完整的,甚至是災難,台灣雖被排除在官方機制之外,仍會持續秉持務實、專業、有貢獻的參與,展現最佳善意。
