The two officials were not in coordination on the issue of Breathalyzer tests, and there was also a lack of communication between the central government and local governments on disease prevention guidelines issued by the Central Epidemic Command Center. The CECC said the risk of public activities with over 1,000 people should be assessed during the disease prevention period, and many agencies had opinions on this guideline and some said they have no idea what to do. Su said the central government will formulate related provisions and guidelines.

遇到武漢肺炎疫情，正是用人之際，為了避免員警被傳染，內政部長徐國勇拋出，暫時停止全國性酒測，引發爭論，前往立法院的行政院長蘇貞昌對此表態，強調酒駕零容忍，希望不要來亂。

行政院長 蘇貞昌表示：「酒駕零容忍，無論中央、地方都不打折，我們雖然疫情緊急，我們還是一樣對酒駕都會酒測，也希望不要來亂。」

內政部長 徐國勇表示：「譬如說，我們警察要協尋，要找這些失聯的人，那個是十萬火急的，所以我們在全國性的、同步的這個酒測這部分，我們說，一個月頂多兩次，這個我們暫時停止。」

酒測似乎不同調，引起關注，但中央與地方要多溝通的，還有應變中心建議，防疫期間千人以上的大型活動要進行風險評估，不少主辦單位有意見，也反應會無所適從，不過蘇貞昌強調，中央會訂出相關的規範跟指引。

行政院長 蘇貞昌表示：「就相關防疫需要，怎麼樣避免感染，中央會訂出相關的規範跟指引，各部會根據業管的業務，再做進一步的細緻規劃，然後由地方主管機關，來做判斷裁量，有疑慮就該個案，中央也會做明確解釋。」

至於疫情穩定之後，政府將要推出「振興抵用券」，是否有可能提高抵用券金額，目前方案仍未拍板，蘇貞昌認為，推出抵用券目的，是要減緩各產業受到的衝擊，刺激民眾消費，改善商圈市場的體質，藉此振興。
